PLAN FOR STUDENT M ARMY GAMPS MADE Real Military Training to Be Given at Monterey and Get tysburg This Summer. EWtalU hare Jut been made public here of the plan of the Secretary of War to hold two experimental military camps of In struction for students of educational Institutions during: the Summer vaca tion period, coupled with the announce ment that if they prove a sucoeaa they will be held annually, one in each of the four sections of the country. The announced object of these camps Is, primarily, to Increase the present in adequate personnel of the trained mil itary reserve of the United States by a class of men from whom. In time of National emergency, a large proportion of the commissioned officers probably will be drawn, and on whose military Judgment at such a time the lives of many other men will in a measure de pend. The object sought Is not In any way one of military aggrandizement, says the explanation, but a means of meeting- a virtual need confronting a peace ful, unmilltary. though warlike Nation to preserve that desired peace and pros perity by the "best known precaution a more thorough preparation and equip ment to resist any effort to break such peace." ' AU Students Over 17 Eligible. The plan. In brief, is as follows: All students over 17 years of age and physically qualified volunteering for this instruction, and who are properly recommended by the officer detailed as military Instructor at the Institution, or the president where no such officer lg detailed, be allowed to participate in the camp of Instruction under the following provisions: That their attendance at the camp will be for the entire period, unless compelled by actual necessity to leave before that time. That they will render themselves dur ing this period subservient to the rules and regulations of military discipline, the commanding officer having autnor Ity to discontinue their attendance upon violation thereof. That the expenses of transportation to and from camp, cost of uniforms needed two pairs of breeches, khaki; hat. leggings. O. D. shirt (about $7.61 per man) and subsistence (about $1.76 per week) will be borne by the stu dent, tr be deposited in advance. That: the Government will furnish without cost, to be turned in on com pletion of camp, the following: Cots, blankets, mosquito bars or nets, tent age, cooking outfits: also a complete infantry equipment for each man, both Quartermaster and ordnance property: and the necessary transportation and such other articles as may be found necessary. That the Government will provide the necessary personnel for Instruction, organization and sanitation. Real Military Work Out Hard. These ramps will be held during the romlng Slimmer, one at the Gettysburg National Park. Fa, from July 7 to Au gust 19. inclusive, and the other at the Presidio of Monterey. Cal., from July 1 to August . inclusive. The Instruction and military exercises will be confined, so far as practicable, to the mornings, and take up about an average of four hours' work a day This will be real military work, not play, and will Include a practical appli cation of the proper precautions of health, care of the person, camping and marching and Instruction In military policy, military instruction, both theo retical and practical. In the actual "handling of troops in the field under simulated battle conditions, and In structions In shooting by actual prac tice on a target range. The afternoons and evenings will, so far as practicable, with due regard to proper supervision and military necessities, be at the stu dent's disposal. The necessary personnel for Instruc tion, equipment and maintenance of the ramp. arms, ammunition, etc. will be furnished by the Government for the duration of the camp. Sabalatenee to B Furnished. This will tnelnde proper and ample tent accommodation, a sufficient num ber of bakers and rooks, with apparatus for cooking, adequate hospital and med ical attendance, wagon transportation necessary, and. In short, everything that can be properly, according to law. used for the proper equipment, health and comfort of those attending. Re duced rates ort railroads. It is hoped, will be procured for those attending. In return therefor it Is expected the students will give their best and most honest endeavor to further the success of the Instruction. It Is thought the plan will meet with the approval of the college authorities, the students and the parents, for the following; reasons: A healthy, out-of-door life for the Summer vacation and at a less expense than usually required when away from home; habits of obe dience, command, aelf-control, order and personal hygiene: the Interest of the locality selected: the mutual benefit re- i w meetlnr and Intimately mix ing with students f other well-known .,. mil the opportunity af- t -a tr thltlr work and the knowl edge gained in the military art. through which, should their country at any time stand in need of their services, they will be better fitted 1o discharge their duty. A certificate of attendance will be given to each student attending the entire camp. Collea-e Official Asked to Aid. It is requested that college presidents and instructors aid In presenting this plan as it Is. before the students, and that they designate properly qualified persons to receive applications for at tendance who will pass upon moral and physical qualifications and will for ward names of successful applicants as follows: a Names of those desiring to at tend the camp at Gettysburg, Pa., to the Adlutant-General. WASHINGTON. May 17. National banks no longer will have to hold re serves against any deposits of the Fed eral Government Thomas P. Kane, acting Comptroller of the Treasury, today notified the banks that the Treasury Department would not require reserves against any money deposited by officers of the Gov ernment on which Interest Is paid to the United States. This action is. the result of Secretary McAdoo's order charging 2 per cent on Government deposits and probably it will release more than Sl.ooo.ooo now tied up in the reserves.
