been two years as Councilman, which

campaign. Is rated as successful and

he has been known as fair to all per

was City Engineer of Manila and had
charge of much engineering work.
Was later a member of the Municipal
Board of Manila, similar to a city com
mission, as adopted In Portland. Re
signed from foreign service in 1907 and
came to Portland. Cause of resigna
tion Ill-health. Since coming here has
been a private consulting engineer.
Was member of the committee which
drafted the Portland plumbing code !n
1910-11. Is considered energetic effi
cient engineer and an ardent student
of municipal affairs. Is member of
American Society Civil Engineers. Ore
gon Society of Civil Engineers and the
Multnomah Athletic Club. Has but lit
tle obvious political strength.

Lepper la Lawyer.
L. M. Lepper. Born In Indiana In
1870. Was educated there and later
graduated from Ann Arbor. Served as
railway man In various capacities from

at the Panama Canal workings, in
1908 he returned to Ann Arbor and
continued a law course. Came to Port
land in April. 1910, and entered law
practice on the East Side. Is unusually
energetic Has had no political ex
perience except In connection with the
Bull Moose campaign of last Fall, In
which he served as secretary of several
Progressive organizations. Is unusual
ly antagonistic to public service cor
porations and their methods, having
promoted measures in the City Council
aimed at. the streetcar and railroad
companies. Is a radical In all matters
tand particularly In municipal affairs.
Is only moderately successful as a law
yer. Has no rating In the business
world. Is a man of steady habits. Is
Oddfellow. Mason, Maccabee and Wood
man of the World. Does not measure
up to tho job. '

and private' night schools. In early
manhood was engaged in steam and
electrical engineering. Later studied
mechanical and civil engineering. He
was employed by the Hawthorne Es
tate In 1907 and among other things
straightened out a tangle In the af
fairs of that organization. He is now
president of the estate. His only po
litical experience was that In 1911,
when he was appointed by Governor
West as a member of the Port of Port
land. The appointment was set aside
by the Supreme Court. Was admitted
to law practice In 1908. Is considered
a successful business man. Is ener
getio and is well spoken of by ac
quaintances and personshaving had
business dealings with him. Is a Ma
son and a member of the Multnomah
Athletic Club. No political strength.

E. C. Mears timber lands, bonds, in
vestments. Born in San Francisco,

bouse. Went to Spokane In 1892 and
was paying teller in the Citizens Na
tional Bank until Its failure In 1893.
Cam to Portland soon afterward. Wai
employed In the Federal Government

Barracks. In 1894 went Into the Mer
chants National Bank In Portland and
served as bookkeeper for 10 years,
later Joined Lutke Manufacturing
Company an a partner and had excep
tionally good success. Sold out this
business advantageously and helped
organize the Lumbermens National
Bank, of which he was the first cash
ier. Resigned after pronounced success
to take receivership of Title Guarantee
& Trust Company. Stnoo haa been In j
the timber and bond brokerage busi
ness and Is reported to have had un
usual success. Was instrumental In the
building of the Helllg Theater. Is well
nnown in ciud ana social circles,
having been connected with nearly
every club In the city at one time or
another. Is spoken of In the business
world as a successful and conservative
business man and a hustler. Unusually
well spoken of by friends and busl
ness acquaintances. Is member of the
Alpha Delta Phi Fraternity, the Order
of Hoo Hoo, Royal Arcanum and the
Loyal Legion.

Daggett Is Engineer.
C. L. Daggett Born in Maine In
1857. Educated In public schools of
Danforth, Me. At 25 began study of
engineering and -has followed that vo
cation since. Has been Identified with
J. G. and I. N. Day Contracting Com
pany, the North Pacific Lumber Com
pany and other companies. - Waa a ma
rine engineer for several years. Has
resided In Portland for 11 years and
In Oregon for 20 years. In 1891 was
elected and served as Connty Commis
sioner of Kootenai County, Idaho,
which was his only political experience.
Was superintendent of city Incinerator
for four years under Mayor Lane. Is
spoken of by friends as honest and
dependable. Is a Mason and a member
of Knights of Pythias. Woodmen of
the World and the Marine Engineers'
Association. No general demand for
his election. Qualifications not con
spicuous.
Frey Is Policeman.
Charles F. Frey policeman. Born
in Illinois in 1873. Educated in the
grammar schools and in Blackburn Uni
versity. Was a clerk for the Consoli
dated Coal Company of St. Louis for a
year after leaving school. Later was
Deputy Treasurer of Macoupin County,
Illinois, for four years. Came to Port
land eight years ago and worked for
the Oregon Water Power Company.
Later was in the mercantile business
in Milwaukie, Or. Has been police
man for four years. Is spoken of by
Chief Slover as a good policeman. Has
been on the carpet' once. In May,
1911, was checked on two nights by
Sergeants Klenlen and Keller and
found to pass 20 minutes one night and
45 minutes the next in a house at 615
Clifton street. Was fined $100 by the
Board of Captains. Later the fine was
reduced to $25 and later still It went
before the police committee of the
Executive Board and was ordered re
mitted. Has not been paid back as
yet. Remittance was largely on state
ment of Chief Slover that charges
against Frey were not substantiated At
present is a traffic officer on Second
and Morrison streets.
Is favorably spoken of by many of
his follow-pollcemen. By others he Is
only favorably spoken of. Is considered
an ambitious policeman. Not qualified
for position of Commissioner.
