His only political experience has been two years as Councilman, which position ho secured without a vigorous campaign. Is rated as successful and careful business man. Came to Portland when 21 years of age. Went to school till 11. when forced to stop to support mother and family. Gleaned an education by s;udy. Worked at various trades. Including newspaper selling, shoe shining, planing mill, car riage painting and later scene paint ing. Went Into theatrical business, be ing made resident manager of the Marquara Grand Opera - House. He later extended his theatrical opera tions to Baker City and Pendleton and bad moderate success. Later he RECORDS came to Portland and with the backing of Donald Mackay started stock companies. He lost heavily and waa forced into bankruptcy. He also failed with the Baker Theatrical Amusement Company. Is paying off obligations discharged through bank ruDtcr proceedings, though not legally liable. Since then he has worked un strong theatrical business. Has been a member of the City Coun cil for nine and one-half years. beginning as Councilman from the Fourth Ward. He served two terms from that ward, filled two un expired terms of other Councilmen and Is how serving a term as Councflman-at-Large. Has taken unusual interest in municipal work; has been diligent. Has been a power In the Council for several years, where he has been strong supporter of Mayor Rushlight and his policies. Leanings have been toward the corporations and liquor in terests. War 'Department, as one of 20 engineers to serve as provisional supervisors in Philippines. Had charge Province of Rixal. Served till end of 190:!. From 1903 to 1905 served as superintendent of water supply 'and sewers in Manila. From 1905 to 1907 was City Engineer of Manila and had charge of much engineering work. Was later a member of the Municipal Board of Manila, similar to a city com mission, as adopted In Portland. Re signed from foreign service in 1907 and came to Portland. Cause of resigna tion Ill-health. Since coming here has been a private consulting engineer. Was member of the committee which drafted the Portland plumbing code !n 1910-11. Is considered energetic effi cient engineer and an ardent student of municipal affairs. Is member of American Society Civil Engineers. Lepper. Born In Indiana In 1870. Was educated there and later graduated from Ann Arbor. Served as railway man In various capacities from waterboy to roadmaster. In 1906 he became superintendent of construction at the Panama Canal workings, in 1908 he returned to Ann Arbor and continued a law course. Came to Port land in April. 1910, and entered law practice on the East Side. Is unusually energetic Has had no political ex perience except In connection with the Bull Moose campaign of last Fall, In which he served as secretary of several Progressive organizations. Is unusual ly antagonistic to public service cor porations and their methods, having promoted measures in the City Council aimed at. the streetcar and railroad companies. Is a radical In all matters tand particularly In municipal affairs. Is only moderately successful as a law yer. Has no rating In the business world. Is a man of steady habits. Is Oddfellow. Mason, Maccabee and Wood man of the World. Does not measure up to tho job. ' Taxes Pays no personal or real es tate taxes In his own name. Collins Lawyer Since "OS. M. O. Collins Born In Portland In 181. Educated In the public schools and private' night schools. In early manhood was engaged in steam and electrical engineering. Later studied mechanical and civil engineering. He was employed by the Hawthorne Es tate In 1907 and among other things straightened out a tangle In the af fairs of that organization. He is now president of the estate. His only po litical experience was that In 1911, when he was appointed by Governor West as a member of the Port of Port land. The appointment was set aside by the Supreme Court. Was admitted to law practice In 1908. Is considered a successful business man. Is ener getio and is well spoken of by ac quaintances and personshaving had business dealings with him. Is a Ma son and a member of the Multnomah Athletic Club. No political strength. Taxes Pays personal tax of $44 and considerable on real estate In the Haw thorne Company. Out Is Newspaper Writer. Marshall N. Dana Born near New port. Ohio. 1874. Educated In the pub llo schools, high schools and several universities, paying way by working as carpenter outside school hours. Went Into newspaper business, work in various capacities In Dayton. O.; Huntington and. Charleston, W. Vs., and Kansas City. " Came to Portland In 1909 and became member of the staff of the Oregon Journal, serving as special feature writer. Has headed many . civic betterment campaigns. Is secretary-manager Greater Port land . Plans Association, president Garden Contest League, director Port land Ad Club, member Progressive Business Men's Club, North Portland Commercial Club and State Board of Immigration. Member of Royal Ar canum lodge. Type of a dreamer and reformer In politics. Taxes Pays no personal tax and paid no real estate tax In 1912, al though he haa equity in property. Mears Is Successful. E. C. Mears timber lands, bonds, in vestments. Born in San Francisco, 1870. Has school and college educa tion. Business Ufa commenced with the banking firm of KounUe Bros., New York City, with which company he was employed for several years. Was later In the New York clearing bouse. Went to Spokane In 1892 and was paying teller in the Citizens Na tional Bank until Its failure In 1893. Cam to Portland soon afterward. Wai employed In the Federal Government eervtc. for short time at Vancouvet Barracks. In 1894 went Into the Mer chants National Bank In Portland and served as bookkeeper for 10 years, later Joined Lutke Manufacturing Company an a partner and had excep tionally good success. Sold out this business advantageously and helped organize the Lumbermens National Bank, of which he was the first cash ier. Resigned after pronounced success to take receivership of Title Guarantee & Trust Company. Stnoo haa been In j the timber and bond brokerage busi ness and Is reported to have had un usual success. Was instrumental In the building of the Helllg Theater. Is well nnown in ciud ana social circles, having been connected with nearly every club In the city at one time or another. Is spoken of In the business world as a successful and conservative business man and a hustler. Unusually well spoken of by friends and busl ness acquaintances. Is member of the Alpha Delta Phi Fraternity, the Order of Hoo Hoo, Royal Arcanum and the Loyal Legion. Taxes Pays personal tax of $17.60 and $207.34 on real estate. Daggett Is Engineer. C. L. Daggett Born in Maine In 1857. Educated In public schools of Danforth, Me. At 25 began study of engineering and -has followed that vo cation since. Has been Identified with J. G. and I. N. Day Contracting Com pany, the North Pacific Lumber Com pany and other companies. - Waa a ma rine engineer for several years. Has resided In Portland for 11 years and In Oregon for 20 years. In 1891 was elected and served as Connty Commis sioner of Kootenai County, Idaho, which was his only political experience. Was superintendent of city Incinerator for four years under Mayor Lane. Is spoken of by friends as honest and dependable. Is a Mason and a member of Knights of Pythias. Woodmen of the World and the Marine Engineers' Association. No general demand for his election. Qualifications not con spicuous. Frey Is Policeman. Charles F. Frey policeman. Born in Illinois in 1873. Educated in the grammar schools and in Blackburn Uni versity. Was a clerk for the Consoli dated Coal Company of St. Louis for a year after leaving school. Later was Deputy Treasurer of Macoupin County, Illinois, for four years. Came to Port land eight years ago and worked for the Oregon Water Power Company. Later was in the mercantile business in Milwaukie, Or. Has been police man for four years. Is spoken of by Chief Slover as a good policeman. Has been on the carpet' once. In May, 1911, was checked on two nights by Sergeants Klenlen and Keller and found to pass 20 minutes one night and 45 minutes the next in a house at 615 Clifton street. Was fined $100 by the Board of Captains. Later the fine was reduced to $25 and later still It went before the police committee of the Executive Board and was ordered re mitted. Has not been paid back as yet. Remittance was largely on state ment of Chief Slover that charges against Frey were not substantiated At present is a traffic officer on Second and Morrison streets. Is favorably spoken of by many of his follow-pollcemen. By others he Is only favorably spoken of. Is considered an ambitious policeman. Not qualified for position of Commissioner. Came to Portland eight years and since has been a teacner in Portland Academy, holding various positions. Has never held political position. Is well spoken of by acquaint. ances. Was a candi date for County Treasurer at 'the elec tion last November and was oereateo. Also was defeated once for the Legis- ature. Has never held a political po sition. Is considered a good business man and Is well spoken of by acquaint ances. Man of high character and good habits. Prominent worker for Broad way bridge. Is a member of the Wood men of the World. Educated in public schools and Portland Academy. Later gradu ated from Colorado School of Mines. Spent several years In mining com munities of Utah. Returned to Port land in 1905. and was appointed Build ing Inspector In 1906. Served two years. Then joined fortiana iooi Works, and built up good Duainesa. During last year was engaged in real estate business. Was member of last State Legislature, and made a nominal showing. Is claimed good business man and Is well spoken of by the ma jority fcf his acquaintances. Improper personal habits given by some as rea son for being unable to support him.
