KEW YORK. Jan. IS. An announced ttlement today of the. strike in the dreas and shirtwaist branch of the gar. jnent-maklne Industry, promising to send 37,000 operatives back to -work Monday, was followed almost at once by rebellion among employes al tec tea against the terms their leaders had sgreed upon with the manufacturers. Tonight doubt exists whether the dress and shirtwaist makers will accept the conditions. In the other trades the strike still is on. affecting more than 300,000 men and women. Protest Is Vigorous. When details of the agreement were announced simultaneously at 27 mass meetings, showing that the maximum wage Increase was only 10 per cent, the strikers at many of the meetings rushed from the halls, protesting that they would not abide by the agreement. Some of the strikers pronounced the proctoco! as a "frameup" in favor of the manufacturers. Impatient strikers held a meeting late In the day and arpointed leaders to organize a new union, which they said would seek affiliation with the Indus trial Workers of the World. Kphriam Kaufman, business agent of the I'nited Male Garment Workers of America, gave out a letter he said he bad received from Representative-elect J.lndquiRt. of Michigan, scoring whole salers and manufacturers in the cloth ing trades and declaring that he Intend ed to devote his energies In Congress In the interest of the consumer and in behalf of the garment workers in New Tork. He expressed the belief also that it would be well for the garment work ers to call for a Government investiga tion Into the profits of the wholesale clothing manufacturers. . ' Situation Alleged to Be Known. The. letter stated that the writer is a clothing manufacturer and mill owner in Greenville, Mich., and is In a position to know the clothing situation in this country. CHICAGO WOKKEKS MAY QUIT Sympntlietlo Strike by Garment- Makers Considered. CHICAGO, Jan. 18. Threats of 40, 000 Chicago garment-workers to walk out in sympathy with the New York strikers resulted in the appointment to day of a strike committee composed of agents of local unions, empowered to act At a mass meeting of non-union garment-workers 200 recruits pledged themselves to Join the organized work ers In case of a strike. Union organ--izers are said to be working In many "big" garment factories, urging non union employes to join the organiza tion. Joseph S. Brimm, secretary of the District Council of the Garment-workers In Chicago, said: "Conditions among the garment workers here practically are the same as in New York. Workers are under paid. Our principal demands are for a substantial Increase in wages and elim ination of 'sweatshop' work." REFORM PLAN UNFINISHED Scheme to Aid "White Slave" Victims Reins Worked Out. WASHINGTON. Jan. 18. Details of the proposed plan of a group of phil anthropists to create a large fund to be used In reclaiming victims of the "white slave" traffic will not be completed for at least a month. The names of the men back of the movement are un known here. It is proposed to estab lish homes for reformed women throughout the country, which will be a help to the Federal Government in solving many of the vexatious social problems growing out of the effort to suppress the "white slave" traffic. Officials of the Department of Jus tice charged with the enforcement of the "white slave" law are uncommuni cative regarding the proposition, say ing that announcements at this time are premature. OLD COAST RATES REMAIN Proposed Advance Cancelled at Con ference In Chicago. CHICAGO. Jan. IS. Conferences be tween shippers and several representa tives of transcontinental railway lines have resulted In the canceling of 8ev eral proposed advances in rated to the Pacific Coast. The meetings were secret and com modities on which the rates were low ered have not been made public Rates for the commodities were re vised last- July. The Interstate Com merce Commission suspended them in August and suggested the meeting just held. She has toured Europe, and also the United States as an Orpheum h e a d I I n e r, and we con sider ourselves fortunate in secur ing her for an engagement here. Miss Griff came to this country four years ago. and for two years was leader of the Blue Ribbon Orchestra in New York City. Alaska, met death In a snowsllde at the mine last Tuesday. WASHINGTON, Jan. 18. General Beltram. commander of the Mexican Federal forces at Vera Cruz, and Com mander Azuta, in charge of the arsenal there, have Deen removed. Beltram commanded tne Federal forces, which put down the uprising led by General Felix Diaz, now a prisoner in Vera Cruz. Dispatches to the State Depart ment tell of rumors of a threatened revolt in Vera Cruz, having for Its ob ject the release of Diaz, but contains no reason for the removal of Beltram and Azuta. The City of Acapulco, supposed to be surrounded by rebels. Is not entirely cut off from communication. The State Department has been Informed that a wire Is still open by way of Manzaniuo. A report from unofficial sources says that an attack was made on Acapulco vesterdav. but no details were given. Michael J. Hart, of Mount Carmel, III- is in jail at Empalme do Gonzaloz for killing a brigand while defending his own- life. He surrendered to me authorities. The freedom which Clpriano Castro desired to en joy while the Department of Com merce and Labor was considering his right to enter this country was de nied him today. Federal Judge Holt refused to grant an application for the Venezuelan's release on bail. Judge Holt said that no action should be taken on the question of ball until Secretary Nagel has had a reasonable time to consider Castro's appealing ac tion from the local authorities.
