Such was the Information received yesterday that as tounded river men who have followed details of the raising of the vessel. While all water Is not out of tha hold to permit a complete examination to be made. It Is not believed that tha boiler or parts of it fell below, but that It went skyward, tearing through the cab. in and carrying win it tha pilot-house and tezas. also the bodies of Captain Sllnson and Mate Monlcal. Tha wreck Is expected to reach Port land today and a thorough Inspection cannot be made until It Is hauled out at the ways of the Portland Shipbuild ing Company. The only portion of the boiler discovered Is the crownsheet. which was found as soon as tha wreck was visited, aa It had been blown for ward on the main deck. If tha boiler was blown from the steamer, aa seerna probable now. It lies in the river about four miles upstream from where the helpless vessel groundetL It will be dragged for with the hope that Its re covery will throw more light on the ac. cldent. While the rivers and harbors commit tee of the House la giving hearings to persona and delegations Interested In particular waterway projects, and the members of the committee are working with an eye single to reporting a bill early next month, friends of Improv ing the rivers and harbors of tha coun try must not abate their efforts to se cure the passage of such a measure. In the opinion of those who have been Interested In the subject for years. Failure on the part of Congress to pass a waterway bill at this session, even If no new projects nre Included within Its provisions, would put back the cause of waterway development many years. Authority for this state ment is found In General W. H. Blxby, Chief of Engineers, who said that the estimates of the Board of Engineers were based on the assumption that there would be -an annual river and harbor bill. F.etlsnates Cut to Bone. "Our estimates have been reduced to the lowest possible limit on the the ory that a bill for waterway Improve ments would be passod at this session of Congress to be followed by a bill at the last session of the 62d Congress, as the Congress dies by constitutional limitation at noon of the 4th of March next year. If there should be a failure to ap propriate for the river and harbor work now under way there would, of necessity, have to be a suspension of operations on some of the projects, as we are proceeding on the Jdea that a yearly river and harbor bill has been agreed upon by Congress, although 1 am well aware that the action of Cne Congress Is not binding upon another," said General Blxby. The greatest obstacle in tha way of effective work of river and harbor im provement haa been the Intermittent character of its work." said General Blxby In the address referred to, "caus ing constant doubt as to the amount and tha data of the forthcoming funds; but the now proposed annual bills are expected to remedy this trouble.
