Many people have responded by prom ising to "dress up" more lavishly than In former years, and It is expected that the city la to devote Monday to com pletion of tho decorative and Illumi nating work. The filanji tot welcoming o tkp out- of-town visitors for the big days of the week include a serlea of forenoon mu sical serenades' through the business streets. In which all the bands recruited by the Musicians' Union will take part. This will mean about 16 bands all told. The aecond day will mark tha open ing of the 22d annual rose show, given under the auspices of the Portland Rose Society at the Armory. This floral ex position, unparalleled anywhere in America, will continue for two days, and will be participated in by thou sands of amateur and professional ros axlans of the city. A large array of valuable trochlea will be awarded and unusual interest has already been shown In this feature of the pro gramme.
