Up to the present moment LYLE has prac tically been bottled up its natural progress stayed, its development stifled, owing1 to the unfortunate provisions of the terms of purchase of LYLE from the Columbia Eiver & Northern Railway by the North Bank Road. Under these terms, no lots in the Townsite could be sold, no permanent improvements placed in the Townsite. Notwithstanding this bar rier to the growth of LYLE, a barrier which ordinarily would be sufficient to wipe any small community off the map, LYLE has grown to be one of the most important trading and shipping' points on the Columbia River. Structure Cost Quarter of Million Dollars, and Will Accommodate Bank and Offices. WALLA WALLA, 'Wash., April 22. (Special.) Walla Walla's first sky fccraper is nearly completed. The ex terior is finished and although there is at present a slight hitch between the owner and the contractors, it is be lieved the building will be ready for occupancy by May 1. The building, known as the Baker building. Is being built by the Baker estate, and W. W. Baker, one of the best-known financiers of the city and valley, is directing the work. He origi nated the plan for a big office build ing for Walla Walla and, although most people laughed at him and predicted Its failure, more than two-thirds of the rooms are already engaged, and the btilldlna Is assured of a waiting list as soon as it is thrown open to the public. The Baker building was built by the Northwestern Bridge Company, of Spo kane, and will cost, when completed, about $250,000. It Is seven stories in height, of pressed brick and granite on the outside, and beautifully finished within. The first floor is to be occupied by the Baker-Boyer National Bank, the strongest financial Institution In the valley, of which ex-Governor Miles C. Moore is president. The rooms above are to be used for offices. The building of Walla Walla's first steel building has not been without Incident. It cost one life; Herman Scboenleber being struck by a brick that hurtled from the seventh story, striking him on the head and fractur ing his skull. ! -veral others had nar row escapes, one man falling four stories. The foreman of the work was arrest ed three times for blocking the side walks or alleys, and before the work was ended Foreman Bauman was a fa miliar figure In Police Court, where Fire Chief William Metz. who is also Building Inspector, brought him on several occasions.
