Fergu on. of Portland, who has been making a stud of condition, relative to the paper material supply In the South and Central States. "It Is a well-known fact that the pulp supplr In the Mlaslselppl Valley Is being depleted at a rapid rate and it Is believed that Ifr will be a mane of only a few years that the supply will be entirely exhausted there. Paper manufacturers In the Middle States have realized the situation there and are already looking to the Pacific Coast for wood pulp material for future use." said Mr. Ferguson la dis cunntnir the subject. "The Oregon hemlock Is considered particularly well suited for paper mak ing. The supply In this state Is large. being scattered throughout tha llr lor ests. The hemlock was spurned by loggers a few years ago but It now forms a large part of the log produc tion In many of the camps. Great quan titles of sprue, and white fir are also used annually toy the paper mills in tha Columbia River section. One of the large camps produced put In about 2& per cent of hfmlock and spruce dur ing the preseift season. This stock would have been a drug on the market had it not been for the paper mills. The demand for timber lands where hemlock and spruce form a large part of the holdings has been more marked this year than usual. Paper mills of the Coast have, during the past few months, made several big purchases 01 this kind of stuff. Over S0O0 acres of hemlock, spruce and fir timber nave been sold to paper-making concerns during the past few weeas. ... James A. Carroll, field superintendent of the Indian Department, and J. K. Parr, superintendent of logging in the Interior Department, nave arrivea on the Klamath Indian Reservation, wher. ther will ascertain the amount of tlm ber belonging to the Indians and also make an estimate of its value. The timber will be sold by competitive bid ding. The money derived from the sale of timber belongs to the Indians, and In many cases will be surricient to pay the expense of maintaining the reser vation. . An organization similar to on. In ex istence on th. Great Lakes will be formed by loggers of the Lower Co lumbia River district In order to fight the practices of log pirates. Loggers report that they have been losing many logs every season but as they are not protected by any special law. they have been unable to apprehend and punish the pirates. The Legislature will be asked to enact a law making It possl ble to convict log pirates. Also tha county will ba asked to replace the old wooden bridge on the main road to Portland at the north side of Milwaukie with a modern safe steel bridge. Owing to tho heavy travel to Portland this bridge has become weak. Main street through the center of the city also will be Improved with a con crete pavement, provided the bonding provision of the charter Is approved at the special election. As the old town was laid out In a haphazard way It has been necessary to straighten th. street lines and establish the grades. This has been a difficult job and the Mayor and Council have en countered considerable opposition. which cropped out at the election of last Monday, when Mayor Strelb was re-elected by th. narrow margin of 1? votes over ex-Mayor William Shlnd ler. However, the Councllsnen are known to favor the Mayor's progres sive programme. The plan Is to tax the two saloons In Milwaukie $1000 each instead of $600 as at present. There may be a fight on this roposltlon, as It la known that at least two more men want to open a saloon In Milwaukie. It Is the policy of the present Council not to Issue more licenses in the town. The Southern Pacific Railroad Com pany, which built Its cut-off through Milwaukie, has completed a passenger depot In a central place, where also freight will be handled. It is estimated that Improvements costing $160,000 have been made in Milwaukie within the past two years In new houses, residences, business buildings and streets. Just how many years will elapse before Milwaukie will be absorbed by Portland remains to be seen. Plattiner of a considerable portion of ' the Golf Links brings it closer to Portland.
