Directors Find Pressing Need
of Additional Rooms for
Pupils.

A modern High School building, to
cost $500,000. with administrative
headquarters for the general staff,
about 100 additional rooms for gram
mar grades and the acquisition of more
ground foi-play and ornamental pur
poses, will constitute the large prob
lems to be discussed by the Board of
Kducation at its session Tuesday
night. Whether funds for these shall
be raised by direct taxation or by
bonds will be another Important ques
tion to be decided. Recomendations
for whatever the directors determine to
be best will be submitted to the tax
payers at a meeting to be held In De
cember. Four-Story Hifcli School.
"The district must build a four-story
High School building on Its property
In the Couch Addition, on the West
Side, for administrative purposes, as
well as for a High School," said H.
C. Campbell, chairman of the building
committee. "I think this certainly will
have to be done next year, and I favor
using the fourth floor for administra
tion headquarters. We must get things
so arranged that our general staff can
work to the best advantage, and we
must have such quarters, in'my judg
ment. We must also. I feel, build 100
additional rooms for grammar grades
next year, to accommodate the rapidly-Increasing
population of children.
"I do not know whether it is best
to build all of these extra rooms from
direct taxation." continued Mr. Camp
bell, "and one of the questions to be
discussed at our meeting next Tues
day night will be as to the best means
of paying for this extra equipment.
Probably some of the wor:; will be
paid for from bond Issues, and with
out much doubt that is the way the
district will pay for the proposed West
Side High School. The time has come
when we must have more ground for
Blav and ornamental purposes also, and
how best to pay for this will be dis-J
cussed. At present little piaygrouna
Is attached to our properties, and this
must be remedied."
City Superintendent Rigler has made
his recommendations to the board,
railing for at least SS new rooms for
grammar work and for the proposed
West Side High School. Mr. Rigler does
not overlook the fact, however, that
the number of additional rooms stated
In his report Is Insufficient to provide
nil the facilities needed, if It is de
sired to give plenty of room. Rooms
are also needed at Mount Tabor. Rose
City Park and Kenton.
East Side Schools Crowded.
It is the East Side that Is demand
ing the extra rooms for the grammar
grades. It Is almost impossible for
the Board of Education to keep pace
with the demands for handling this In
crease. More than 20.000 children are
now enrolled in the public schools of
the city, and any more will have to
be cared for next year.
The High School system is growing
rapidly also. It is said by the directors
that a new modern building will be
necessary tor the "West Side next year.
Lincoln High School, the first in the
city, at Fourteenth and Morrison
streets. Is entirely out of date, and
will probably be used for grade work
when the new West High School build
ing Is completed. The East Side will
be well equipped for High School work
soon, when the Jefferson building, in
North -Alblna, Is finished. This will
be done about in time for the opening
of the Spring term, in February. With
the Washington building, at East Four
teenth and East Stark streets. this
will be ample for some time, although
It will not be -long before additional
facilities are necessary.
It will require considerably more
than $1,000,000 to cover the operations
of the school district next year, and.
If It is decided to purchase additional
land for play and ornamental pur
poses, it may run Into much larger
figures.
INDOOR FAIR PROMISING
Institute Club Plans to Give House
Beautiful Exhibition.
Plans are rapidly approaching com
pletion for the House Beautiful Exhibi
tion, to be given by the Institute Club,
and the headquarters have been estab
lished by the women's committee at room
409 Merchants' Trust building. Many
Influential persons have become active
ly interested In the promotion of the
indoor affair and its success is assured.
The major portion of the proceeds,
after the expense, will be devoted to a
fund to carry on the eleemosynary work
of the Institute. Besides the educa
tional and betterment work now sus
tained and under the supervision of ten
paid teachers and 40 volunteer assist
ant instructors, the work of the Insti
tute is to be extended by the establish
ment of a free dispensary at Fourth
and Burnside streets.
Several amusement features are to be
provided on a free stage in the center
of the hall, besides band concerts and
soloists. A regular musical programme
will be given every afternoon and even
ing. Special events, are being ar
ranged td stimulate local Interest gen
erally, such as a baby parade, in which
prizes In cash are to be given: fiddlers'
convention, fraternal societies' day. in
which the visits of various organisa
tions are to be encouraged: a manu
facturers' night and a night for com
mercial organizations. A limited num
ber of high-class exhibits are to be
placed in the hall. A Japanese flower
booth and "Old Heidelberg" will be
conducted by the women of the Insti
tute Club.
Cotly Hospital Goe I'p.
PAN FRANCISCO. Nov. 20. The cor
nerstone of the new San Vrancisco City
and County Hospital, which, when com
pleted, will have cost $2,000,000. was
laid today by Mayor Taylor. The new
structure Is being erected on the site
of the old one on Protrero avenue.

Captain Moore to Enforce Order to
the Letter Monday Night.
Women Must Leave.
Mayor Simon's orders that all houses
of ill-repute In Portland shall close to
stay closed are to be rigidly enforced
by the police. That he means Just what
he says and will not be satisfied with
anything else la understood at police
headquarters. The order goes into ef
fect tomorrow night, and Captain
Moore, commanding the first night re
lief, will have charge of ita execution
for Chief Cox.
It is not the Mayor's desire to work
any hardship upon the women who
will be affected by his order, bat he
declares that they have had sufficient
time in which to prepare for the
change, and that he will Insist upon
them leaving their haunts. He will
not allow the houses to reopen while
he is Mayor of the city. The adminis
tration policy will be to maintain no
restricted district, but to enforce the
statutes regarding it Just what means
Chief Cox will take to keep the re
sorts closed is unknown, but he has
strict instructions from the Mayor to
enforce the order to the letter.
At present there- about 250 women
in the city who will be affected by the
Mayor's order. These are (Jlvlded be
tween the old North End district and
a new district that was opened in
South Portland, along Front, First and
Second streets. The order applies to
every section of the city with equal
force.
