The cloeenese -u! the blase brought
panic to scores or Hat-dwellers. ar
also was felt in the Southern Pacific
General Hospital, across the street, but
the patients .were not removed. The

and the packinr trust is attempting- to
bear the market. In 1907. when, the
San Joaquin Valley and Fresno srew
the biggest crop of grapes and raisins
in their history, the trust attempted to
bull prices. It is a game to freeze out
the Independent packers and absolutely
to control the prices paid to growers.
Tn California the trust owns and
controls' a seeding patent for the use
of which it demands a royalty of from
one-fourth to one cent a pound. Grow
ers are willing to concede the minimum
but no more, because they have found
that if they abandon the use of all
other seeders, the trust will then at
tempt to dictate the price of raisins to
the grower. It costs three cents a
pound to put the goods on the market.
We are willing to take four cents a
pound and let the packers make a
profit on the goods wholesaled at six
and a half cents per pound, but when
they ask us to accept three and a half
cents a pound and then charge a seed
ing royalty of one cent a pound, we
are on" the way to the poorhouse.
"Some of the growers are beginning
to put out their own fruit; They are
the ones who have a little fighting
spirit in their makeup. I am person
ally using an independent seeder and
am packing the fruit grown on my own
200 acres of land. The first car I put
up last year was brought to Portland
and sold to Olds. Wortman & King.

Secretary Tom Richardson, of the Com
mercial Club, returned from a missionary
tour In Eastern Washington yesterday,
cloAing a five weeks' trip to various por
tions of the state which have become a
part of the club's plan o "boost" har
moniously for the Stat' of Oregon and
the Northwest. On his last Journey the
secretary stopped in Lewlston, Spokane,
Pasco and Kennewick.
it i a nlMuure to renort the trosner-
nfi!ttrm rt thnAe towns." Said Mr.
Richardson. "Immigration is coming to
all of them, and after people get -there
they seem to stay. It Is noticeable that
fully two-thirds of the immigrants are
buying country lands, and that those who
are staying in the towns seem to be using
those places merely for convenience, their
ultimate purpose being to get farm or
fruit lands. ,
"Prices of land are about right, and In
no place did I find a diepoaition to ad
vance values unduly, because of Immigra
tion and the Interest displayed in Oregon
at this time. Competition -la now so keen
that no county or town can afford to In
dulge in questionable methods.
"There is a great future In store for
Pasco and Kennewick. both tributary to
Portland, on either aide of the Colombia.
Forty thousand acres of irrigated lands
will eoon come In up there, and every
pound of the produce will come down the
North Bank road. The ditches are going
in as fast as men and money can build
them, and it appears that about three set
tlers stand ready to take every tract of
land as fast as It Is opened."

BlILDIKG INSPECTOR WILL
TENDER RESIGNATION SOON.
Officer Incurred Enmity of Council
men by Strict Enforcement
of Building Laws.
Building Inspector Dobson will tender

near future, and it will be accepted. Mr.
Dobson will engage in private business on
his own behalf, and is entirely willing
to retire from public office. He has

years, during one of the most active
building periods in Portland's history
and has given general satisfaction, but
there is an element which has steadfastly
opposed him, and a change has been Im
minent for some time.
About one year ago Mr. Dobson incur
red the enmity of the then so-called
"solid ten," that, number of Council
men at the time having absolute con
trol of the Council. The fight was started
when Mr. Dobson refused to recognize
the right of the Council to grant to Sen
ator Nottingham a special permit to erect
a frame building in the fire limits on the
East Side contrary to the building code.
It continued bitterly for a long time.
Certain architects who were unfavorable
to Mr. Dobson also endeavored to work
his downfall, but having the full support
of Dr. Lane, who was Mayor at the time,
he won his case and remained as Build
ing Inspector.
When the new regime took office July
1 of this year, the feeling against Mr.
Dobson was ' revived by certain archi
tects, and two months ago Councilman
Lombard intended introducing an ordin
ance abolishing the office, so as to get
rid of the inspector, but It was found
that Mr. Dobson intended to resign soon
and the matter was dropped.
