Bleakley, the St. Louis World'! Fair in
cubator baby, who waa the heroine of
litigation extending over several years,
was kidnaped" for the second time in a
moat sensational manner from her home
in thle city this morning. 'Within less
than half a day the child was recovered
by the police of Kansas City, and two
of the child's abductors were arrested.
Just as they were leaving a train with
their captive.
The little girl, who ia S years old. has
been carefully guarded In Topeka, and
has been constantly attended. This morn
ing a woman appeared In the neighbor
hood ostensibly selling soap. She visited
Mrs. Bleakley's home. A half hour later
a buggy. In which were two men and the
same woman, appeared la front of the
house, and the .kidnaping followed.
Kidnaper Fires Shot.
Mrs. Charlotte Bleakley, who was
awarded the child by the Federal Courts
two years ago, lived - with ' her mother.
She worked as a stenographer. Today
the child was left with a boy of the
neighborhood. A buggy In which there
were two men and a woman drove up
beore the house. One of the men got out
and entered the house, where the child
was playing. As he ran toward her, the
boy Interfered and the kidnaper shot at
him. but missed him. He then knocked
the lad down with his revolver butt and
carried the child to the bugsy and drove
off. The police were at once notified, and
a large posse Is now in pursuit.
Marion Bleakley, the kidnaped child,
has had a stormy career. She was born
In a hospital at St. Louis, and waa placed
In one of the Incubators shown at the ex
position. While there she was formally
adopted by Mrs. James O. Barclay, of
Moline.' 111. Mrs. Bleakley signed a re
lease, but she afterwards sued to recover
the child and was sueoeastul In the Illi
nois courts. She brought the little girl to
Kansas, and she was kidnaped from the
mother, but later waa recovered.
Long Fight lor Babe.
The fight for the possession of the baby
waa fought through the State Courts and
the Supreme Court finally awarded the
custody to Mrs. Bleal.ley. Mrs. Barclay
then instituted a suit in the Federal Court
fpr the possession of the child, but waa
again defeated.
The bupgy in which the kidnapers of
Marlon Bleakely escaped, was found at
1 o'clock this afternoon in the street
at Fifth and Fillmore, two miles from
where the child was stolen. It had
been abandoned. It was hired from a
local livery stable.
Two men detained at the Rock Island
depot by the police on suspicion of
heinp: concerned In the kidnaping of
Marion Bleakely were released as they
satisfied the police that they were not
the men wanted.

Incubator Baby Found at Kansas
City and Kidnapers in Jail.
KANSAS CITY, Mo., Aug. 21. Marlon
Bleakley, the Incubator baby, was recov
ered by the police at the Burlington rail
road bridge tonight, and Mrs. Edith Bar
clay and John Gentry were arrested in
accordance with telegraphic orders sent
from Atchison, where they had boarded
the Btirltnston train. The child waa taken
to Police Headquarters, and will be taken
back to Topeka.
Gentry Is an alleged gambler of Kansas
City. Mrs. Barclay was until 19u7 the
legal foster-mother of the child. Her
claims that the child cannot be taken
from her in Missouri are based upon the
contention that the adoption papers,
drawn in this State in 19o4. have never
been annulled by a Missouri court.

Governor Shallenberger, of Nebraska,
and his party were Portland's guests
yesterday. After attending the sessions
of the National Irrigation Congress at
Spokane and the Alaska-Yukon-Pacific
Kposltlon at Seattle, the members of
the party thorougrhly enjoyed the pro
gramme of diversified entertainment
provided -for them on their arrival in
Portland. The visitors leave this morn
ing over the North Bank for Spokane
and Billings. Mont., on their return to
Lincoln, Neb., where they expect to
arrive next Wednesday.
The Nebraskans arrived from Seattle
early yesterday morning. On their ar
rival they were met at the depot by 3.
C. Beach and Benage S. Josselyn, presi
dent of the Portland Railway. Light &
Power Company, members of the recep
tion committee from the Portland Com
mercial Club. During the forenoon
they were entertained with a trolley
ride "to Council Crest, a visit to the
Forestry building and a trip to St. John.
Luncheon waa served at the Commer
cial Club, at which were present, in ad
dition to Governor Shallenberger and
official staff, the following: Mayor

during the afternoon, and last night
were guests at a theater party at the
Orpheum. Vpon their arrival at the
Oaks a special concert waa rendered by
Donatelll's band. In the visiting party
was Miss Frances Westervelt, daughter
of Colonel Westervelt, of Governor
Shallenberger's staff. This young
woman wus a clarsmate of Miss Dorothy
Josselyn, who was also present, at the
St. Louis Young Ladles' Academy,
graduating last year. Bouqueta were
presented to the women of the visiting
party.
Governor Shallenberger briefly discussed
subjects of National importance and was
frank to admit the people of hla state
were disappointed In the results of the
promised downward revision of the tariff
by the late Congress. Agreeing with
other Western people, the Nebraska ex
ecutive aald In his opinion the pending
controversy between Secretary of the
Interior Ballinger and Forester Plnchot
should not be allowed to reach the stage
that it would be necessary for Plnchot
and F. H. Newell, director of the Re
clamation Service, to withdraw from the
administration of that important depart
ment. Governor Shallenberger said he would
not be surprised If William Jennings
Bryan, despite the fact that the latter
has said that he waa no longer seeking
office, will be a candidate for Senator
from Nebraska if sufficient pressure la
brought to influence that candidacy.

CHICAGO, Aug. JL (Special.) Both
the big telegraph companlea, evidently
by agreement, have postponed for three
months the time when the new rule
governing the count of code words in
domestic messages shall go into effect
When the rule was promulgated it was
announced it would go into effect on
September 1, but there was such vehe
ment protest from business houses
which use code words that the date has
been moved along to December 1,
Business men insisted the new rule
not only was unfair, but that tha com
panies had not allowed sufficient time
In which to permit a revision of the
codes used. It is to meet this last ob
jection that a postponement waa or
dered. As experts can revise, their
codes to accomplish the same purpose
and still come within the new rule, the
additional time granted by the tele
graph companies Is expected to do
away with most of the criticism of the
change.

RHEIMS, France. Aug. 21 The first
series of races between heavier-than-air
craft ever held will be inaugurated in this
city tomorrow. The next seven days will
be known as aviation week and there
will be races dally, weather permitting,
among the 38 airships thai have entered
for the various contests.
Rain fell from early morning until
nightfall today and at a late hour to
night there were no signs of clearing
weather. The committee declared to
night, however, that the week's great
show will be inaugurated! tomorrow, rain
or shine, and that only a strong wind
can stop the programme.
The aviators spent the day Indoors, giv
ing their racers a final tuning up. The
shed that bouses the aeroplane of Glenn
E. Curtis', the American aviator, was one
of the centers of attraction for the
crowds. The visitors found Curtiss trying
a new propeller, theoretically capable of
driving his machine SO miles an hour.
Curtiss declared that he was not afraid
of the aodden field and was quite ready
to start tomorrow In the speed contest,
which will follow the French elimination
trials for the international cup.
Every precaution is being taken to pre
vent accidents in the handling of the vast
crowds.
BALLOON DROPS 600 FEET
Italian Dirigible and Six Men Fall
Into Lake Braociano.
ROME, Aug. il. A new military air
ship, with a crew of six men, fell 600
feet in an ascension today, and landed
in Lake Bracclano with a tremendous
splash.
The accident was caused by the es
cape of gas. The crew was rescued,
but the airship was considerably dam
aged. If the airship had fallen on land
there probably would have been sev
eral fatalities.

dian girls, students at Haskell Institute,
yesterday attempted to escape from the
place and were ready to board a train for
Kansas City when taken in charge by a
police officer.
J. O Mtlllsan, disciplinarian at Haskell,
said today that It waa the belief at Has
kell that a regular traffic had existed
for some time In the girls at Haskell.
Mr. Milligan eaid that an investigation
carried on in Kansas City had divulged
the fact that the Indian girls were being
taken there from reservations as well as
from the school here.
Superintendent H. B. Pearse has asked
the Department of the Interior to send
secret service officials to Lawrence to in
vestigate the matter.
