Prisoner and Tortured.

Tores, a comely Spanish woman 10
years old. Is held by the police as a
-witness against Pedro Mendoxa, a
contryman several years her senior.
who Is charged with having; held the
woman prisoner for a period of 40 days,
during which time, according to her
story. Miss Tores was dally tortured
by her captor.
Mendosa Is a tamale manufacturer,
with a factory on Stelner street. Miss
Tores says she has been deprived of
her liberty for over a month. In brok
en English, the woman, who Is evi
dently unacquainted with the simpler
nsasres of this country, told her story
to the police as follows:
Met Man Year Ago.
T became friendly with Mendoza
over a year ago. and for soma time I
lived with him at his establishment In
this city. Two or three months ago
I desired to sever the relationship, and
offered to leave. He refused and
threatened, and I Anally left without
his knowledge, going to Stockton,
where I had friends.
Mendoza. knowing: my probable des
tination, followed me. and as soon as
he ascertained my whereabouts con
fronted me with a warrant for my ar
rest, which I have sines learned was
worthless.
"He forced me to accompany him
to this city and on the boat, crossing
the oay. 1 was spproached by a man
representing- himself to be a lawyer,
who informed me, after reading- the
-warrant, that both Mendoxa and my
self were liable to imprisonment for
life on account of our having lived tog-ether.
Held Prisoner 40 Days.
"When we arrived at Mendoza's home
he locked me In a room and deprived
me of every stitch of clothing. I re
mained in that condition for 40 days,
and every day he came to the room
and tortured me by twisting my arms
and gouging my eyes. H frequently
threatened to kill me. and I was In
hourly fear that he would carry out
his threat.
"Three days ago Mendosa relaxed
his vigilance for an hour and I managed
to secure a few clothes, which enabled
me to make my escape. I went to the
residence of some friends on Vallejo
street, who Informed the police of how
I had been treated." v
Mendoza was arrested and charged
with assault.
SHAFR0TH MAY BE CHOSEN
Colorado's Governor Aspires to
Head Irrlgationists.
SPOKANE, Wash., Aug. 7. John
F. Shafroth, Colorado's Democratic Gov
ernor, may be the next president of the
National Irrigation Congress, which as
sembles In this city on Monday next.
Bigns today indicate that the Governor
Is likely to have a strong following.
Harry It. Loveland is also a prominent
candidate, and Senator Francis G. New
lands, of Nevada, is being considered
with favor for the office. The name of
James J. Hill, the builder of the Great
Northern, is mentioned, but it is
doubted if Mr. Hill would desire the
honor.
Pueblo, Colo., is a vigorous aspirant
for the irrigation congress of 1910. but
there are seven others which will con
test Pueblo's claims. Among the cities
which desire the next congress are Chi
cago, St. Louis, San Francisco, Denver,
pnoenlx, Ariz.: Charleston, S. C, and
Kocnester, N. l.
Delegates are beginning to arrive for
the congress. The management is count
ing on the presence of sbout 3000 with
credentials. The majority of the meet
ings will be held In the Armory of the
National Guard, the entire ground floor
being reserved for the delegates..

or the North Atlantic fleet arrived In
Hampton Roads today from Province-
town, Mass.. following a month's prac
tice on tne new Knglsnd coast. Ma
neuvers In Cape Cod Bay will be sup
plemented with deep sea practice and
drills off capes Henry and Charles, be
ginning a week hence.
The fleet, headed by the flagship Con
necticut. Includes the Vermont, Kan
sas. Louisiana. Minnesota, New Hamp
shire, Mississippi. Idaho. Georgia, Ne
braska. New Jersey, Rhode Island. Vir
ginian, Wisconsin and Ohio.
The armored cruisers Montana and
North Carolina are expected late today
and the battleship Kentucky tomorrow.

Two Regiments Mntiny In Northern
Sweden All Printers Called Out
and Grave-Diggers Are
Idle Once More.
STOCKHOLM, Sweden, Aug. 7. (Spe
cial.) On this, the fourth day of the
general strike, peace apparently reigns
in every quarter. The railways, post
and telegraph offices and telephone
lines are being operated as usual, but
the gas and electrio light workers have
struck. Office men have been pressed
into service and all are doing their
own work.
American Tourista Disgusted.
The American tourists in this city are
disgusted, as they are compelled to
walk In order to get anywhere, and it
is almost Impossible for them to have
their baggage transported to the rail
way stations. It is considered that next
week must see a decided change In the
situation or the financial loss to the
kingdom must be exceedingly heavy.
Swedish troops in the northern part
of the country have mutinied. Two regi
ments, one at Falun and the other at
Solleftes, are affected. They are sta
tioned in the Northern country where
the labor disturbances first broke out
and the government has been haunted
by the fear that the soldiers sympa
thize with the strike.
. Printers to Be Called Out.
The executive committee of the
strikers have decided to call out all
the printers throughout the kingdom.
Many of the grave-diggers have defied
the orders of the labor union to re
turn to work and have rejoined the
strikers. The hopes of yesterday that
the men would withdraw from their
extreme attitude, have not been ful
filled.
DUNPHY TO HAVE GUARDIAN
Court Finds Cattleman's Mind Is
Not Sound.
SAN FRANCISCO. Aug. 7. James C.
Dunphy, the wealthy cattleman whose
marital and financial affairs have ob
tained considerable prominence of late
was declared Incompetent today by Su
perior Judge James M. Trout. Ihinphy's
sister, Miss Jennie C Dunphy, was ap
pointed his guardian, her bond being fixed
at $20,000. The evidence taken before
Judge Trout showed to the satisfaction of
the court that owing' to his dissipated
habits, Dunphy on many occasions was
unable properly to conduct his business
affairs.
Mr. Dunphy recently attracted publicity
through a divorce proceeding. His latest
wife had been Mrs. Julius Sllvestone, of
Portland. Mrs. Sllvestone, before marry
ing Dunphy, supposed she was divorced
from the Portland attorney. In the di
vorce proceedings in which Dunphy was
Involved, it developed that Mrs. Sllve
stone had not been divorced. Her Port
land husband secured a decree a few
weeks ago, and at the same time the wo
man left Dunphy, afterward marrying an
other man.
MRS. CASTLE HAS CHARGE
Woman in . Craig Shooting Has
Counter-Plea Now.
NEW YORK, Aug. 7. Mrs. Mary S.
Castle, of California, the former actress,
who shot at William D. Craig, the lawyer,
In the elevator of the Waldorf-Astoria
Hotel last Tuesday, tried to present a
countercharge against Craig when she
was arraigned in court today. The nature
of the proposed complaint was not an
nounced, and the magistrate adjourned
hearing until Monday without taking all
the evidence.
The evidence of Mr. Craig and the ele
vator operator was taken today. Craig
said Mrs. Castle met him in the hallway
of the Waldorf-Astoria, and asked him
for ten minutes' conversation. When he
refused and entered the elevator, she fol
lowed him and sat down. In a moment
she arose and a shot was fired. He could
not tell if the bullet was Intended for
him. He grasped Mrs. Castle's wrist and
held the weapon pointed downward until
assistance came.
Craig started to say: "I believe that
this defendant was mentally incompetent
and I know " hut the magistrate stopped
him by saylnpr that such evidence was

Castle requested that he grant her a
private Interview so that she could make
a complaint against Mr. Craig, but the
magistrate refused an interview as highly
improper. The magistrate promised to
entertain the charge on Monday, and
Craig was subpenaed to appear on that
date.
Knglneer Drowned In Sewer.
DOS ANGELES, CaL, Aug. 7. Henry G.
Parker, 40 years of age, for five years
assistant city engineer, fell Into one of the
large chambers at the Los Angeles out
fall sewer at Hyperion Station, near
Playa del Rey, late yesterday, and was
drowned. The body was swept out into
the ocean and was recovered shortly aft
erwards by two fishermen. Parker was
supervising some sewer construction work.
He leaves a widow and two children.
