8 M1D0E REPORTS HARBOR WORK Engineer Officer Completes Estimates for Next Year's Appropriations. GOOD BALANCES ON HAND Recommends Provision of $1,560,' 000 for Columbia Jetty, and $1,000,000 forCelllo Project. Favors Sum for Coos Bay. Major J. F. Mdndoe, United States Engineers, -who has been in charge of . river and harbor work In Oregon during the past year has completed his report of the operations In the district during the fiscal year ended June 30. Major Mdndoe makes recommendations for ap propriation of ,S,&40 for the comple tion and continuance of the projects now under way. Funds which were available for the works at the end of the fiscal year amounted to $2,013.674. 25. Major Mclndoe recommends adequate provision for the works at Olilo and for the Columbia River jetty. For the latter he has aeked an appropriation for the fiscal year ending June 30, 1910, of WO.000. For the Celllo work, 1,000,000 is asked. Tha Engineer also advised the placing of the Celilo Canal project again under the continuing contract plan. A synopsis of the entire report Is given in the accompanying tabular statement. The funds required for Coqullle River are for the purpose of blasting out rocks near the entrance, building a small spur Jetty and dredging the shoals above Ban don and at Randolph and Parkersburg. The funds required for Coos Bay are for the purpose of constructing a new hydraulic, rago!ng dredge, for use on the bar and for operating purposes. The funds required for Coos River and for Tillamook Bay are for the purpose of maintaining the channel by means of dredging and snagging when necessarv. The funds for the Columbia River above Celilo Falls are to be expended In con tinuing the Improvement by the removal of reefs and bowlders, and by raking the nhoals during low water stages to afford free navigation for light draft boats. The recommendation was also made in connection with The Dalles-Celijo Canal that the work be again placed under the continuing contract system with an au thorization to expend $1,000,000 per year until the canal is completed. The work to be done on the canal at the Cascades Is the completion of the walls of the upper lock chamber to prevent seepage during high stages of the water, and also Includes the work of blasting out some dangerous reefs and bowlders below the lower canal entrance. The funds for the Columbia River be tween Vancouver and the mouth of the Willamette are for the purpose of re dredglng the shoals below Vancouver to allow deep-sea vessels taking on cargoes at Vancouver. The Upper Willamette funds are needed for keeping the snagboat and dredge in commission for removing obstructive snags, and In dredging over the shoals in the aid of navigation. ' n th Columbia and Willamette rivers below Portland, the work consists prin cipally of dredging, and the funds on hand and the amount recommended to be appropriated are for the purpose of keep ing the new dredge -Clatsop- in commis sion at all times, on the shoals in the lower portion of the Columbia River, and also In making such repairs as may be necessary to the existing dikes and re vetments. For the jetty at the mouth of the Co lumbia River it is estimated that $1,560,000 can be economically expended before June ",J910' ln exten3ing the Jetty seaward. The funds available at the present time are to be applied to further extension of the jetty, the stone for that purpose being purchased under contract -with the Co-' lumbla Contract Company, from their , quarry near Fisher's Landing. The survey which . was completed in June, shows a channel over the bar about W0 feet ln width with a ruling depth of 26H feet. The sands on Peacock Spit and Clatsop Spit seem to be building out, and the deep water on the inside of the - bar is also moving out through, the bar crest, which Indicates that there is a scouring tendency, no doubt influenced by the Jetty as it advances. The last river and harbor act, approved Jarh 3- 1909. contained an Hem of J300.000 for installing new boilers in the dredge Chinook now at the Govern ment moorings. With these funds it is proposed to cut down her upper works and reduce her draft and displacement nd install new boilers and have her TZy lOT Peraons the coming season. The funds on hand and the additional amount requested for the Cowllta and Le wis rivers are for the purpose of maintaining the channed by means of snagging and dredgtna. ICE CRIPPI.es TRAMP SHIP British Steamer Puritan looses Pro peller and Is Towed Into Nome. NOME. Alaska. July 10. With everv blade of her propeller gone as a result of battling with Icefloes, the British tramp steamship Puritan, chartered by the John Sesnon Company to carry .6000 tons of coal to Nome from Ladysmlth, B. C., was convoyed into port yesterday by . the United States revenue cutter Thetis. The big liner was helpless ln the ice off the coast where she had been lying disabled for three days, when the Government vessel came to her assistance and brought her into port. The Puritan was badly Jammed by the Immense Icebergs and she will be repaired here before returning south. The lower part of her bow is damaged and she also will have to get a new propeller. Bark Matterhorn Reaches Port. " With general cargo from Newcastle-on-Tyne, the British bark Matterhorn ar rived up last evening: in tow of the Ock lahama. The vessel is the first cargo craft to reach Portland for the new sea son and is the first boat to be towed up the river since the Port of Portland took charge of the towing business on the Co-- lumbia River. Strong Wind Off River. ASTORIA. Or., July 10. (Special.) A strong southerly gale, accompanied by a light but steady rain, is blowing off the mouth of the river this evening and at times the wind attained a rate of over GO miles an hour. A roug"h bar is looked for tomorrow. I'ncharted Rock In Chatham Sound. John MciNulty, Nautical expert' in charge of the local branch of the United States Hydrographio Office, has issued a notice to mariners, announcing the dis covery of an uncharted rock ln Chatham Sound. There is 11 feet of water over the rock, which was discovered about the middle of Alexandra Patch. Chatham Sound, four miles south, 50 east from LUCV Island llirhthniiu latlt,a u.w.iv X., longitude 130:33:42 W. The rock is of small extent, there being eight and nine fathoms of water within a radius of , 100 feet. It is marked by a small quantity of kelp, which is seldom vis ible, owing to the strong tidal streams. Marine Notes. For Coos Bay ports the steamship Al liance sailed last night with freight and passengers. The steamship Atlas will leave down this morning from the Standard Oil tanks at Portsmouth. With a' full list of passengers and all the freight she could handle, the steam ship State of California sailed for San Francisco yesterday morning. The steamship Breakwater Is due this afternoon from Coos Bay points. ' The Northland sailed from Portland last evening with a cargo of lumber for San Francisco. The British steamship Suverio is load ing lumber at Linnton. She will take 2.000,000 feet at that iplace, another 1,000, 000 feet at the Inman-Poulsen Mill, then proceed to Seattle and will finish at Van couver, B. C. Arrivals and Departures. PORTLAND. FATHER TALKS TO COURT Because of His Youth, Young Bowen Will Be Returned to Training. Ship Whence He Deserted and Case Will Be Dropped. Allen S. Bowen, the 17-year-old lad captured last week while attempting to hold up an Bast Side grocer, will escape punishment far his grave of fense temporarily. While the Juvenile' Court officials will not discuss Bowen's case in detail, they admit he has been taken to San Francisco. Young; Bowen is the son of L. W. Bowen, an official of the Great North ern, stationed at Spokane. One day last .week, accompanied by another lad, he attempted to hold up William Zink, a grocer on the East Side, but was run down and captured by Zink, who sur rendered him to the police. Later Bowen was turned over to the Juvenile Court officers amj his father notified. Mr. Bowen came to Portland and in terceded for the son when his case was called before Judge Bronaugh, of the Juvenile Court, Friday afternoon. Shortly after the boy was arrested, it was learned he only recently had deserted from the Government training ship Pensacola at Mare Island. The naval officers were advised of Bowen's capture here on a more serious charge, and were notified that if they would take the lad back, the charge of at tempted robbery here would--not be prosecuted. It is believed the officers aboard the training ship agreed to this arrangement and will give Bowen another chance. It is not believed the charge of at tempted robbery has been dismissed against the lad In the Juvenile Court Further prosecution of the case prob ably will be suspended until Bowen proves by good behavior on the train ing: ship that he has had enough of the desperado role. The lad owes it to his youth and the intercession of his parents that he was not more severely dealt with here. Become Citizens for Land. In 'order that they may participate in the public drawing for lands in the Coeur d'Alene, Spokane or Flathead In dian Reservations next month, many foreign-born women, living in Port land, are declaring their intention of becoming citizens of the United States. Scarcely a day passes that one or more women, born in a foreign country, does not call at the County Clerk's office and take out initial citizenship papers. Under the regulations governing these land drawings, no foreign person pan participate therein until he or she has obtained citizenship papers, or at least qualified by declaring his intention of becoming a citizen of the United States. Ebenezer, $76.80; and five grandchildren, $300. Arguments Next ln Goode Dispute. Taking of testimony incident to the objections of Mrs. Edith F. Goode. ad ministratrix of the estate of H. W. Goode, her deceased husband, filed against the final report of Samuel G. Reed, the former administrator, was concluded be fore Judge Webster yesterday. Opposing counsel will argue the case next Friday. When Mr. Reed resigned as administrator several weeks ago and filed his final re port, Mrs. Goode, who was then ap pointed administratrix, fined, numerous objections to the report and the manner in which the estate had been admin istered. LIABILITIES CUT DOWN DEBTS OF OREGON" TRUST STOW OXIST $418,575. Report of Receiver Devlin" Shows that Indebtedness of $1,867,425 Has. Been Cancelled. . During the last 18 months obligations of the Oregon Trust & Savings Bank to the amount of $1,867,425 have been paid off, leaving liabilities to the amount of $418,675.04. or 18 per cent ' of the original Indebtedness. This condition of the sus pended bank's affairs was shown in the quarterly report of Receiver Devlin, which was filed in the Circuit Court yes terday. It shows that when the German American Bank was reorganized and as sumed the affairs of the defunct bank, the total of liabilities was $2,286,000. The claims of less than 1200 of the 16. 000 depositors interested in the bank when it suspended business in August. 1907, remain to be liquidated. The savings deposits have been reduced from $847 -365.47 to $201,194.04, while there remain un paid commercial accounts to the amount of $49,014.93. of the original total of $858,967.52. Receiver Devlin's report shows the con dition of the bank on June 30 to have been -as follows: " Resources.
