Prince von Buelow's speech upon the net.' taxation proposals of the Imperial Gov ernment as nn effort In parliamentary oratory was a failure. It was short, it was "unilluminatinK," and it disappointed the. House and the galleries. The fact may, perhaps, admit of more than one explanation. It is possible that cir cumstances were too much for the chancellor. They were unfavorable in a high degree to the display of his particular Rifts, and the consciousness that this was the case may have damped the spirit and the humor which so often distinguish his addresses. It must he remembered, on the other band, that the chancellor's object is not a mere rhetorical triumph. Me is play ing for higher stakes, and he may have deliberately chosen to he "tinlllumin atlng." He has pot to reconstitute his majority, and too early a flood of light might compromise that exceedingly del icate operation. He ntny have preferred to be safe and dull, rather than to be witty and rash. They laugh that win. and If he wins In the frame before him. his accustomed vivacity will doubtless revive. The empire wishes to Increase Its revenue, which bus fallen short of the expenditure that is found necessary, the reason being not that the popula tion of Germany is unable to bear fur ther taxation, but that the arrange ments embodied In the treaty called the constitution considerably restrict the taxing: power of the empire, which de pends to a large extent upon contribu tions from the several states of the fed eration. The government plan was to look to death duties and to direct taxation; the conservative or agrarian parly ould prefer that the money should be obtained from trade and finance, by taxes 011 stocks and shares, on exported and ground corn, and by similar Imposts. The chancellor's speech, how ever, did not really deal with methods of taxation. It treated of the relation between the government, conceived of as representing the nation, and the sev eral parties. The chancellor, who is the head of the Rovernmcnt In the same sense as an English Prime Minister, but with a ten ure, of office limited only by the Em peror's discretion, considers himself to be the servant, not of any party, but of the whole nation represented by the Emperor. This was. of course, Bis marck's Idea, and Bismarck drew the Inference that any party that opposed or criticised him was anti-national. That idea was. part of the weakness of a great man who had attained recognition. Prince von Buelow, however, was hardly appointed chancellor on the score of greatness. Bismarck had done his great work and made his mark be fore there was an empire. His nomina tion as chancellor was the necessary acknowledgment of achievement. Conservatives Vstially Meek. The German conservatives have usu ally followed the Prussian Junker party In supporting the government so long as "Its measures squared with their in terests, and the center or Roman Cath- ollc party has done much the same. The Idea of the nation has never received from the one or the other such sacri fice either of Interest or of principles. Prince von Buelow. on the occasion re ferred to, made nn appeal to the lib erals, who lately. when outvoted. walked out of the finance committee, to resume their co-operation with the government. The chancellor feels that he could get on very well with the liberals but for their liberal principles. He addressed himself much in the me tone to the center party and to the conservative and agrarian groups. Then followed a passage which Is of great Interest, because it conveys In the rough the German theory of gov ernment. The chancellor said he would not al low himself to be forced to depart from "the line of policy prescribed by rea sons of state." In other words, the executive represents the nation, and its policy must consist in the pursuit of the nation's aims, from which no party in terests or doctrine must cause it to di verge. The state Is the sum of the interests of the whole community, which includes all the parties, and should therefore be paramount. ""The government cannot." said the chancellor, "become the business man ager of the conservatives." That, again, from the national point of view. Is a sound position. To Germans It seems quite natural that the nation should tower above all parties and that the government should be the organ of the nation, and not that of any party. From that point of view the chancellor, who. In the expression of the theories of government just cited, was beyond doubt sincere, felt at liberty to lecture the parties one after anather on their duty to the state. The liberals ought not to desert the debates because they were outvoted. The conservatives ought not to set themselves against death duties nor to wish to press hard upon trade. This part of the speech was well summed up In a sentence declaring that any party whose actions proved detrimental to thus national work would sooner or later , be called to account by the country. That is a principle which holds good in all countries and in all ages. Speech Grows Personal. Prince von Buelow's reference to his own position and his own future is capable of various Interpretations. He will remain at his post so long as the Emperor thinks him useful and so long as he himself feels that he can be of service to his country. That is the sound principle for a minister who serves the state and not a party. The chancellor is. of course, a permanent official, not a . party leader. While he has the confidence of the Emperor, and while his faith In his own usefulness Is unabated, he will re main where he Is. Prince von Buelow told the various parties very clearly that the days are over wiien they c an "remain supreme, and that they will be "digging their own graves" If they do not withdraw in time from positions which are indefensible.
