harness races to be held in -conjunction
with the Salem State Fair at
Salem. September 13 to IS, comprise
practically the same classy steppers
that will compete in the Portland
Country Club and Livestock Associa
tion's meet the following week.
Among: the purses offered at the
State Fair meet, are two $5000 stakes,
one for pacers and the other for trot
ters, and in addition there are several
J1000 purses. This big money has
served to attract the best harness
horses in the West to this meet.

WASHINGTON, June 6. (Special.) The use of the wireless telegraph has
been extended to the Signal Corps in the field, and it is possible now in
twenty minutes for one branch of the Signal Corps -to get into quick com
munication with another at long range without stretching of wires The en
tire outfit for the wireless in the field is carried on the backs of three
mules. On one is strapped the mast, which is in jointed sections of the
antennae; on another the storage batteries and on the third the chest in
which are the receiving and senciing Instruments. To establish a station the
three men who compose the working corps dismount the mule parks and
pile the chest on top of the two storage batteries, thus bringing the instru
ment to the proper height to be operated by the man standing. The top
of the chest is thrown open and the wires are laid from it to the generating
apparatus, which is set up opposite the chest and to the pole,- which is then
jointed together and set in place. The operator straps the receiving instru
ment to his ear, and while the other two men work the generator, he sends
and receives messages.

tion until the government has decided to

the imperial system of insurance amount
ed only to Sl:t.2n0,000. Those who sup
posed that enough had been done in the
social sphere totally misread tlie situa
tion, which was forcing fresh tasks upon
the government.

After apt quotations from Lord Rose
berry, Mr. Harrlman. Tacitus and Benja
min Franklin on luxury and economy.
Count Posadowsky said that the wrong
sort of luxury which meant a man's
spending more than he ' earned had
spread very widely in the so-called so
ciety of Germany, in which abundant ma
terial enjoyment had to compensate for
Inward barrenness.
During the last few decades they in
Germany had put an enormous load of
debt upon posterity, and even If the pres
ent finance reform was carried through,
practically nothing would have been done
for the amortization of debt. The needs
of defence at sea and on land would
never come to a standstill, and there was
no prospect of a real balance being struck
between revenue and expenditure. With
obvious reference to the government
speeches in tbe Reichstag and to the ad
mission that the assessment of annual
Imperial needs at S125.O0O,00O Is based
upon the assumption that S50,0o0,000 a
year will be "saved," Count Posadowskv
said that when the government preached
economy that only meant that thy
wanted new taxes.
Rise In Grain-.,
A leading article in the Vorwarts
draws attention to the remarkable rise in
the price of bread-stuffs since the pass
ing of the tariff law in. 1903. For pur
poses of comparison the years 1901 and
1902 are also taken. Beginning with rye,
which Is the staple of the bread con
sumed by the bulk of the people, it is
found that the price of this cereal In 1901
was $34.60 per ton in Berlin. In 1903, In
deed, it was as low as $30.50. The influ
ence of the new tariff is well seen in
1905 when the price rose to S41.50. In
1907 It jumped to S52.25. An abundant har
vest in 1908 brought down the price of
rye to $42.75, but this year the quotations
for the July crop are $49.25, and the ten
dency is still upwards.
Turning to wheat, the price, which was
$34.75 per ton in 1903. rose to $44.50 in
1905, to $44.75 In the following vear. and
to $56 in 1907. A few days ago $t.7o was
quoted on the Berlin Exchange for May
wheat, or ever 70 per cent higher than in
3906. It is quite true that people are still
able to buy their "brodclien" and "schrip
pen" at the old price, but a comparison
of the size of these rolls now and then
shows the distance which has been tra
veled by German tariff reformers.
WOMAN TAKES LONG TRIP

LONDON. June 26. (Special.) When
the German trawler, Gebruder Jurgens.
was 200 miles out from Aberdeen the
crew . was astonished to see a woman
emerge from a hiding place on . board.
The skipper put into Berwick and re
ported the matter, but as the woman had
no money she was not allowed to land
there. Accordingly the skipper had no
alternative but to take her with him to
the fishing grounds off Iceland.
The chartroom of the trawler was flt
ted up as a cabin, and she was ac
commodated there during the remainder
of the voyage.
As soon as the trawler returned to Ab
erdeen the woman was taken bv the
police to the police station, but as no
charge was brought against her she was
set free. Her explanation of the es-

man who had promised to marry her.

BERLIN, June 26. (Special.) It is re
ported that "fc new design for a dirigible
airship, elaborated by Professor Schutta.
of Danzig, has been . approved by Hen
Karl Lanz, the head of a large machine
works at Mannheim, and the founder of
the German Aerial Navy League. Herr
Lanz has advanced the funds necessary
for the construction of the new airship,
and for the erection of a harbor at
Rheinau. near Mannheim.
