OREXiOMAX MOWS BUREAU. Wash
ington, Deo. Dr. Henry Waldo Coe,
who has just returned from Panama,
called on the President today to report
on hla observations of progress on the
Panama Canal. He said he waa much
pleased with the progress being made,
but told the President the canal would
be conipleted one year earlier than now
seems possible. If he will discharge
Democrat who are filling responsible
positions on , the Isthmus and replace
them with Republicans. If this Is done,
he says, tho canal will be oompleted by
the close of Mr. Taft's first Administra
tion. Dr. Coe informed the President that
many of the best positions at Panama
sra now filled by Democrats, thoroughly
out of harmony with' Republican poli
cies and Inclined to retard work on the
canal because of their political bias.
Dr. Coe further stated that reperU of
the instability of the Gatun. dam were
absolutely without foundation: that the
dam is underlaid with rock throughout
its full length and. when completed, will
be entirely safe. What was described in
press dispatches as a dangerous slide
was deliberately brought about by en
gineers who were seeking to displace the
mud In the bed of the old canal with a
rock foundation. They purposely sank
the rock on the bed of the old canal, with
a view to forcing mud out of the trenches
and to surface, and in thia they suc
ceeded.
