Teller Growls and Says Pres
ident Is 1 11-In formed.
WASHINGTON. Ptc. 19. The Pres
ident today returned, to the Senate
without his signature the resolution
fixing- the boundary line between Col
orado and New Mexico with a mes
sage giving as his reason a report of
the Attorney-General to the effect that
the bill made material changes In the
line, shifting Ave postoftices from one
Jurisdiction to another.
As soon as the message was read
Mr. Teller declared that no Important
changes were made, as the line had
been established In 1861 and followed
the 67th parallel very closely. The
changes in location, he said, did not
extend one-quarter or one-half of a
mile from the location generally rec
ognixed. "1 do not think." said Teller, "that
anybody who knew anything about the
subjert could have Informed the Pres
ident." The effect of tho bill, he said, was
merely to determine where the line
actually was. In conformity with previ
ous action, neither Congress nor the
state of Colorado would have a right
to change it without consulting the
other.
Long, chairman of the committee on
census, today reported to the Senate
the House bill providing for noncom
petitive examinations. to be held
throughout the country by means of
the civil service machinery, but based
on a form of examination to be pre
scribed by .Director North, of the cen
sus bureau, ami confined to persons
designated by Senators and .Repre
sentatives. Members of the Civil Service Com
mission contended for the use of their
classified lists, but the committee in
Its report followed the lines laid down
In the bill passed by the House. There
are about 3000 places to be filled, and
the bill will prescribe that preference
shall be given to persons who partici
pated in previous censuses. The posi
tions will continue about three years.
It Is expected that the bill will be
taken up immediately after the holiday
recess. The Senate committee adopted
a new section providing for the pur
chase of the property now used as
quarters of the census bureau, and an
abandoned school building adjoining,
at a limited cost of J430.000. Provi
sion Is also made for the construction
of new buildings not to exceed $250,000
in cost
Committee on Inauguration.
WASHINGTON. Dec. 19. Senators
Lodge, Knox and Bacon were today
named by the Senate to represent that
body on the joint Congressional com
mittee on the Inaugural ceremonies.

Call Due to Sew Rector's Expressed
Desire to Enter "Work In West,
Made to ex-Sclioolmate Here.
ALBANY, N.- T., Dec 19. Dean
Henry Bussell Talbot, of All Saints'
Cathedral, has accepted a call to St.
David's Episcopal Church at Port
land, Or.
Dean Talbot, of the Albany, N. Y..
cathedral, who has accepted the call
to the rectorship of St. David's Episco
pal Church, East Twelfth and Belmont
streets, to succeed Rev. George B. Van
Waters, D. D., who recently resigned,
is known to most of the Portland
Episcopal clergymen as a strong and
able man. His coming to Portland is
considered by Bishop Charles Scaddlng
as a great gain not only to Portland,
but to the state.
Dr. S- E. Joseph!, member" of the
vestry of St. David's Church, said last
night:
"Dean Talbot's call was due to Dr.
George S. Whiteside, 'an old school
mate and friend, to whom the dean had
written some time ago stating that he
would like to enter the work in the
West. Dr. Whiteside, recalling that the
rectorship of St. David's Church was
vacant, called my. attention to Dean
Talbot. The matter was brought be
fore the vestrymen with .the result
that a call was extended him. which
he accepted. He has resigned from
the Albany Cathedral, his resignation
to take effect January 1, 1909, and he
will come to Portland by February to
enter on his work. We consider the
selection a happy and fortunate one as
Dean Talbot is recommended by Bishop
Scaddlng, Dr. A. A. Morrison and other
Portland clergymen who have met him
in conventions as an able man. Dr.
Whiteside has known him for over IS
years. Some years ago when Bishop
Brent was appointed as missionary
bishop to the Philippine Islands at his
request Dean Talbot was appointed
as his assistant, with the title of chap
lain, and was with him there for sev
eral years, afterwards returning to the
United States on account of poor health
and entered on his work at the Albany
cathedral. His zeal for his chosen
work may be gathered from tho fact
that he leaves a larger salary to take
up his duties at St. David's Church. He
is 36 years old, unmarried, and a man
of vigor, and we are pleased that we
have been able to secure him."
Dr. Whiteside, who was a student
with Dean Talbot at Harvard and has
known him for 18 years, is out of the
city, but it was on his recommenda
tion first that the name of the new
rector was considered.
Eight-Hour Day for British Miners.
LONDON. Dec 19. The bUl providing
for an eight-hour day in coal mines,
which by amendment became actually a
measure for a day of nine hours, was
finally adopted by the House of Lords
this morning. It goes into effect July 1.
1S09. The bill originally contemplated
eiKht hours from surface to surface, but
it opponents eliminated the time oc
cupied In descending and ascending from
the workings and calculated half an hour
for each. The result is that eight full
hours rtinst be spent in actual labor be
low ground.
