I'S BUDGET
SENT TO COUNCIL
If His Recommendations Are

The Mayor's budget of estimated ex
penditures for running; the city during
1909 has been completed.
In his budget, the Mayor states the In
creased sums asked by each department
and the reasons therefore. The City En
gine's office asks for K7.000 more this
year, as estimated, than last and because
of the fact that the work has Increased
so largely that It Is Impossible to get
along without more help and facilities.
Tiie Health Officer asks for JSOOO more
to make that department more efficient
and to safeguard the public health. The
Streetcleaning Department asks for $6.
W) increase, as Superintendent Donaldson
declares this sum will be necessary. IX
the streets are to be kept In proper con
dition. Under the law, the city must pay

and the transfers from the general fund
calls for SCOCO for street and sewer In
terest fund and of $25,000 for Improve
ment bond interest, he states.
What Mayor Says About Lighting.
On the subject of public lighting, the
Mayor says:
The levy or this purpose is limited by the

ployed at this time to secure such service Is

six-tenths of a mill amiimenl upon the

In respect to public lighting, a levy of I V,
mills, the limit whlrh Is permitted by the

smount would very nearly provide means
surnclent to accomplish the purpose, and for
every reason of economy snd self-respeot
noon the part of the city a levy of that
amount for that purpose should be made.
Aa to the Fire Department, the Mayor
points out that the estimates for the
next year Is placed at $3S.00. but that
the charter fixes the maximum levy at
a ratio that will yield but M62.000, and vol
unteers the statement that any help that
can be given by the fire committee of the
Executive Board will be furnished gladly.
The maxim levy for the police fund would
bring In $370,000. but the estimate is only
J'.MOOO. for the street repair fund the max
imum levy will yield IHo.OOO. and the es
timate for the ensuing year It $117,000:
the estimate for the Public Library fund
is $27,500. The estimate for tha park fund
is $11S.'W and the maximum tax levy will
bring In only lina.OOO. and If any more
Is to be expended k will have to coma
from the general fund. .

sonal property In Portland ia placed at

The debating society of the Allen Pre
paratory School held Its regular meeting
on Thursday evening. The subject for de
bate was: "Resolved. That the Oregon law
regarding Statement No. 1 should be
repealed." Affirmative. Crawford Comp
ton and Roland Chapman: negative,
Johnstons Wilson and Marguerite Thomas.
The reports on current topics were given
by Waller White, "The Present Condition

Goldman, priestess of anarchy, arrived In
Portland yesterday and is at the Lenox
Hotel. Miss Goldman was scheduled to ar
rive this morning from Northwestern
points where she has been thrown Into
Jail frequently and ordered to leave several
cities. She will delivf-r a series of lec
tures at Allsky Hall, Third and Mor

Inter urban and City Shipments Will
Be Handled From Sew
Plant Henceforth.
Portland has an additional distinction
now in having one of the largest electric
line freight stations and yard facilities in
the country.
There was a formal opening yesterday
of the new station built by the Portland
Railway. Light & Power Company on
waterfront property owned by the cor
poration for several years. The station
and offices occupy a building 60x216, the
eastern end containing the offices in a
space 4Sx50. The new building Is located
on East Clay and Water streets. With the
adjacent yards and sidings the company
owns about a mile of waterfront at this
point, which is valued by experts in
Portland land values at from $4,000,000 to
$5,000,000.
Wide spaces on the sides of the new
station provide trackage for about 30 cars,
and arrangements are made for unloading
cars on one side and for loading on the
other. Perfect Interior arrangements for
handling freight have been installed, the
whole building being provided with elec
tric light: and by plugging In at intervals
a portable liglrt may be introduced into
the cars alongside the station.
In .the middle of the building an ofTice
Is provided for the foreman In charge,
and conveniences are provided for the
comfort of employes.
There was a reception held yssterday
afternopn from 2 until 6 o'clock under per
sonal direction of the principal officials
of the company. Including President Jos
selyn. Others who attended and showed
visitors through the building and grounds

Edwards, trainmaster: J. F. Roach, chief

Forger Sweeney Is ex-Convict.
VANCOUVER. Wash;. Dec. 19. (Spe
cial.) C. J. Sweeney, convicted of forgery
and sentenced to the State Penitentiary,
it has been discovered is an ex-convict.
George Sanford. formerly a guard at the
state prison, identified Sweeney, and the
latter acknowledged that he had spent
four 3-ears at the Walla Walla prison.
