In the Senate, and many of the promi
nent Republicans In the House will not
appear In the Sixty-first Congress.
The chairmanship of tlie appropriation
cmmlttee In the Senate will he filled this
Winter, and the chairman then chosen
will serve during the coming; Congress.
Long Leaves Vacancy.
The defeat of Senator Ing. of Kansas,
makes vacant the chairmanship on the
committee of census. This position will
probably go to Senator Hopkins, of Il
linois, if Ms State Legislature is kind
enough to return him. he being- the suc
cessful candidate In the recent state pri
mary. Should the Oregon Legislature carry
out the Instructions of the voters of that
state. Senator Fulton will retire from the
chairmanship of the committee on claims
and he succeeded by Senator Burnham.
of New Hampshire, unless the latter
ahnuld prefer his chairmanship on the
committee on Cuban relations, in which
event Reed Smoot. of Utah, would re
ceive the chairmanship or the claims com
mittee. The committee on interoceanic canals
will not be as important as It has been
in the past, but will need a new chair
man because of the defeat of Senator
Kittrtdge. of South Dakota. Senator Hop
pins, of Illinois, Is In line for this chair
manship, but would probably prefer the
chairmanship of the committee on census,
because of the fact that the new census
will be taken in 1310. and the chairman
of this committee will have unlimited
patronage at his disposal. Therefore, the
canal chairmanship will go to Senator
Flint, of California.
Place on Irrigation.
The defeat of Senator Ankeny. of Wash
ington, makes vacant the chairmanship
of the committee on irrigation. Senator
Carter, of Missouri, is in line for this
position, and will be chosen.
The fact that Senator Hale will b?come
chairman of the committee on appropria
tions makes that position fall to Senator
Perkins, of California.
t'hauncey TVpcw is in line for the chair
manship of the committee on Pacific
Islands and Porto Rico, because of the
fart that Senator Foraker. present chair
man, will not he re-elected. When IV1 pew
retires two years later this chairmanship
will go to Senator Piles, of Washington.
There will he other unimportant changes
in the Senate growing out of the retire
ment and promotion of various Senators,
but the important changes are those
above outlined.
In the House of Representatives but one
committee is likely to be organized In the
special session, the committee on ways
and means, which will draft the tariff
bill. That committee will remain as It
Is at the present, with the exception of
two new appointments made necessary by
the defeat of Representative Bourne, of
Colorado, and the retirement of Represen
tative Watson, of Indiana.
Increase Membership.
There is a probability that the Speaker
will Increase the Republican membership
in order to Insure a committee report in
conformity with his own views on the
tariff ri'iestlon. but as the Republicans
now have a majority of Ave, such an in
crease is not probable.
When the House fullr organises, in De
cember, a complete list of the com
mittees will be announced and the vacan
cies created by the recent election will
be filled.
Tile announcement of Representative
Kowler. of New Jersey, that he will be
a candidate against Speaker Cannon may
cost him the chairmunship of the com
mittee on banking and currency. If so,
some man who is not now a member of
that committee Is likely to be chosen
chslrmBn.
Robert (I. Cousins, of Iowa, one of the
most capable, but also one of the laziest
men In Congress, did not run for re-election.
That ma4s vacant the chairman
ship on the committee on foreign affairs.

The next man in line is Representative
Perkins, of New York, who is likely to
succeed to the chairmanship.
Hepburn's Place to Fill.
A New Torkman was chairman of the
committee on Indian affairs In the last
Congress. James S. Sherman, now Vice-President-elect,
and another. New York
man. Representative C. I Knapp. is the
logical appointee In the next Congress.
He is the .third number In rank. The
second. Mr. Marshall, of North Dakota,
left the House to run for the Senate.
Tie defeat of Representative Hepburn,
of Iowa, nikeg vacant the chairmanship
of the committee on Interstate and for
eTan commerce, the third most important
cammlttee In the House, and in late years
the most ai-tive. Representative Wanger.
of Pennsylvania. Is in line for this chair
manship, but Wanger Is not a particu
larly big man. and It Is quite possible
that Congressman W. ft. Mann, of Il
linois, will succeed Hepburn, as he Is
next In line to Wanger. Mann Is easily
the most competent member of that com
mittee, aside from the present chairman,
and naturally the best-fitted man for
t'lat chairmanship: ns he has always
hen a stanch supporter of Speaker Can
non, he will no douht come into his re
gard when the House Is fully organized.
Representative Jenkins, of Wisconsin,
was charged with having stifled tlie bill
regulating interstate shipments of liquor.

inatlon to Congress, and his retirement
makes vacant the chairmanship of the
committee on jud'ciary. which will go
to Representative Parker, of New Jersey,
the nevt In line.
New Jersey to iet Another.
New Jersey will get another big chair
manship If the seniority rule la followed,
the committee on postoffice. now held
by Representative Ovcrstreet. of Indiana.
The defeat of Overstreet leaves Repre
sentative Gardner, of New Jersey, rank
ing member of the postoffice committee,
and the probahle appoints.
The one remaining large chairmanship
in the Ho ise which Is likely to become
vacant is thai of rivers and harbors. This
pla.-e is filled by Representative Burton,
or Ohio, who has been re-elected to the
next Congress, but it Is not at all prob
t. that Burton will serve lore In the
House. If he" is not elected to succeed
Senator Foraker. his close relationship
with Mr. Tart would seem to mean his
appointment aa Secretary of State in the
next Cabinet. In the event of Burton s
retirement from the House. Representa
tive Alexander, of New York, would suc
ceed to the head of the committee on
rivers and harbors.
In addition to the appointment of chair
man. Speaker Cannon will have a n"
ber of important committee places to fill,
notably a vacancy in the committee on
rules, caused by the election of Represen
tative Sherman as Vice-President. This
committee on rules Is the leading force
In the House, and membership on that
committee is worth more than any other
chairmanship. Who will be chosen to
succeed Sherman has not been made
known.
Irrlgation for Islands.
MANILA. Nov. 71. J. W. Beardsley, di
rector of the Board of Public Works of
Manila, today resigned to assume charge
of the Government's Irrigation work in
the Islands. He will be succeeded by J.
K. Case. The Government has announced
its determination to Inaugurate immedt
atelv an extensive system of irrigation
and requested Mr. Beardsley to devote his
time exclusively to planning and con
structing the system.
Heavy Kalns at Albany.
ALBANY, Or., Nov. 21. (Special)
Unusually heavy rains have fallen in
this part of the state in the past two
days. The rainfall has not yet had an
apparent effect on rivers and streams
in this vicinity.

WEATHER CONDITIONS.
A storm of considerable Intensity is ap
proaching Vancouver Island, and storm
waminjes are now displayed at all sta
tions in this district. Moderately heavy
rains have been general went of tho Cas
cade Mountains, and scattered showers have
occurred in the eastern portion of the dis
trict. Quite a sharp rise has occurred In
the upper portion of the Willamette River,
due to the continued, heavy rains upon the
at ready saturated ground. If the rains con
tlnue to any great extent the flood stage will
probably be reex-hed during the next few
days. Information will be gladly flwn out
by telephone to thone interested who will
call up the weaber office, as advices come In
from up the river, and ample warning of
floods will be given to the public as necessity
demands.
The indications are for rain Sunday
throughout the district, and It will be
warmer east of the Cascade Mountains.
