day from Des Moines, la., where ho at
tended the annual convention of the
American Association of Mutual Insur
ance Societies. The next convention will
ha held In Portland, the exact dates to
be. selected later. Mr. Barry said It was
an easy matter for tho Oregon delegation
to capture next year's convention on ac
count of the. widespread Interest In this
tats that Is shown throughout the. East.
A great help la securing tho convention,
aid Mr. Barry, was the set of enlarged
photographs of Oregon scenery furnished
by tho O. R. & N. Co. W. C. Haggerty,
of McMinnvllle, waa elected vice-president
of tho National association. ' It Is
expected that about 600 Insurance men
from all parts of tho country will attend

commlmttee has obtained an extension
of time in which members of the Oregon
bar desiring to attend the American Bar
Association meeting at Seattle, August 21
to August 29. may purchase their trans
portation. Tickets must be obtained at
the office of the Northern Pacific Com
pany at Third and Morrison streets on or
before Monday, August 24, In order to
obtain an excursion rata of $7.50 round
trip. Purchase regular one-way first
class tickets on going trips, taking re
ceipts therefor, and such receipts show
ing that going tickets were purchased on
or before August 24. when Blgned by the
secretary of the meeting or other author
ized person, and presented within two
days alter close of meeting (not counting

grant from Holland, who wouldn't give
his name, applied to the County Clerk's
office yesterday forenoon for a marriage
license. When asked where the prospec
tive bride was, he aid she had not ar
rived yet from Holland, but Is expected
In Portland within the next five months.
He suggested that the license be made
out In favor of his brother, now in Hol
land, who mlpht marry the woman as
his proxy, and send her out here. He
said that practice Is commonly followed
In his native country and was Inclined to
be Indignant when told he would have to
wait until the bride-to-be arrives before
he can marry her In accordance with
American laws and customs.

Rice, chairman, has called the advisory
charter committee to meet next Tues
day night at the Sarjrent Hotel on the
adjournment of the United East Side
Clubs, At that meeting arrangements
will be made for regular meetings for a
time at least. Proposed amendments to
the charter will first be considered by
this commlmttee and then submitted to
the Charter Board. Mr. Rice said yes
terday that the purpose of the charter
committee has been widely commended.
Light ros Danoerous Corner. H. W.
Hodges, secretary of the Mount Tabor
Improvement Club, will. In behalf of that
organization ask for an electric light on
the Base Line road at Its intersection
with Scott avenue. There Is constant
danger of accident at this point. With
an electrlo light, however, it will be
greatly leassened. Several vehicles have
gone over the embankment at this in
tersection, but so far no fatalities have
occurred.

Government Inspectors Believe
Their Prisoners Participated In
Two Other Crimes.
Bert Allen, George Dunbar and James
Davis, alias "Blackle" Davis, charged
with robbing the Troutdale postofflce
last month, were arraigned before United
States Commissioner Cannon yesterday.
Pleading not guilty, their preliminary
examination was set for September 6.
In the meantime the trio will be held in
the Multnomah county Jail in default of
$2000 bonds which were required for
their release.
Postal Inspector Riches suspects the
three men of the burglary of the Trout
dale and Kelso postofflces but will en
deavor to connect them with the Trout
dale crime when robbers took 1265 of the
funds of the Government and nearly 8600
belonging to a storekeeper in whose place
of business the postal station was lo
cated. The names given by the three men,
who were arrested at The Dalles several
days ago, are known to be assumed, but
the Federal authorities have knowledge
that Allen was arrested in Tacoma June
29, last, on a charge of .carrying con
cealed weapons. He gave the name of
B. O. Burr, was fined 11000 and Served
a sentence in Jail. As for Davis, repre
sentatives of the Government have been
looking for "Blackle" ever since the
Troutdale robbery. At that time he was
suspected of the crime and when de
tected at The Dalles, he and his two
companions were taken Into custody.
Davis has served a term in the Deer
Lodge (Montana) penitentiary.
MOXEY ORDER FORMS STOLEX
Postal Authorities on Lookout for
Attempts to Pass Them.
Postal authorities at Portland have
been notified of the theft of money
order forms 4601 to 4800, inclusive,
from the Postofflce at Schurs, Nev.
Twenty-three of these blanks already
have been forged and cashed, while 101
of the orders, numbered 4700 to 4800;
inclusive, have been recovered, leaving
66 others unaccounted for. The last at
tempt made to pass these money orders
was on July 13 last, so far as the Post
offlce authorities have been advised,
but it is suspected that efforts will be
made to obtain money on the other 68.
"Co-operation of merchants and all
classes of business men Is necessary if
the guilty parties nre to be apprehend
ed," said Postal Inspector Riches yes
terday. "The favorite scheme of thieves
taking these money-order blanks is to
pass them on merchants and saloon
men Saturday nights. They never un
dertake to cash them at the Postofflce,
knowing that they are sure to be de
tected, and for that reason they rely
on the unusupecting business man to
accept these forged money orders. If
merchants will be on the lookout and
notify us of any attempt to cash sus
picious money orders they can assist
us greatly in running down the men
for whom the Postal . authorities are
searching'.'

There would seem to be some' sort
ot misunderstanding in the ranks of
veterans ot the war with Spain and
subsequent Philippine Insurrection
concerning- proper method to be ob
served in obtaining the Congressional
medal. The War Department's regu
lations are simple enough, and all
those who served in the volunteer and
regular service and who are entitled
to receive these medals only have to
make application to the Quartermaster-General's
department, Washington,
D. C, for the award of one of these
emblems and forthwith he will be sent
an application blank to be filled In.
If he is entitled to receive the award.
It will be forwarded to him upon the
return of the blank.
Many members of the Second Oregon
regiment make Inquiry of the ex
Colonel, General O. Summers, which
leads him to believe that only a small
portion of the former soldiers of his
command have applied for the medals,
and he is of the opinion If these old
soldiere understood that it is required
of them first to apply Tor the medals
before the official machinery at Wash
ington is set in motion, more of the
men would be receiving their badges
of honor.
The act of Congress and Instructions
printed on the application blank fol
lows: 1. An act to provide medals for certain
persona. Be It enacted by the Senate and
Houae of Bepreeentattlvea of the United
States of America In Congress assembled.
That the Secretary of War be, and is here
by, authorized and directed to procure a
bronze medal, with suitable device, to be
presented to each of the several officers
and enlisted men and fanillfea of such as
may be dead, who, having volunteered and
enlisted under the calls of the President
for the war with Spain .served beyond the
term of their enlistment to help to suppress
the Philippine Insurrection, and who sub
sequently received an honorable discharge
from the Army of the United States, or who
died prior to such discharge of the United
States, or who died . prior to such dis
charge. Approved. June 29. 1906.
The medals provided for b the Congress
in the above quoted act, are to be presented
to those men, both of the volunteer and
regular forces. Included within lta provisions,
who were enrolled under a call of the Presi
dent and served In the Philippine islands
in the prosecution of the war with Spain.
On April 11. 1899. these volunteers (the war
with Spain being over) were entitled to
be mustered out. A new war. however, that
of the Philippine insurrection, broke out
February 4. 1899. The Congressional medal
will be issued to the Spanish war volunteers
and men of the regular army entitled to
their discharges under the provisions of
General Order 40. Headquarters of the
Army, Adjutant General's office. May 10.
1898. who served beyond the conclusion of
the Treaty of Peace with Spain, viz, sub
sequent to April 11, 1899. and who received
an honorable discharge.
2. It Is Important that the applicant sup
ply fully and accurately all of the data
needful to complete a blank form (to be
furnished upon application) concerning the
military service rendered while earning the
right to the Congressional medal.
3. The name of the soldier should be
Identical with that given en his discharge
certificate, and where the soldier was en
rolled and served under a different name
than the one signed to the application, the
fact should be explained in the blank space
immediately above-the signature.
4. To receive the consideration of the
War Department and affidavit must bear
the official seal of the officer administering
the oath, if be uses sn official seal.

H. A. Darnall, of the Gresham Her
ald, who was in Portland yesterday,
announced that the Council had Jufet
bought a seven-acre tract on the west
border of the town. He did not learn
what price was paid. The tract, he
said, is partly covered with trees,
while the remainder is cleared. Mr.
Darnall said the land purchased is ex
cellent for a park, and for the fair,
which is to be held some time in Octo
ber. "The outlook for the Fair," said Mr.
Darnall, "is encouraging-. The men
who have the matter In hand are men
who will make It go. With the ground
secured, there will be clear sailing."
