Hoosevolt Calls Bluff.
President Roosevelt believes that Cas
tro Is trying to "bluff" tTils Government.
Secretary Root believes that the dtpnlty
of the diplomatic branch of the
Government has been trampled upon
and Senator Oullom und other mem
bers of the foreign relations committee of
the Sen&ie believe, to use the chairman's
worde. "President Castro needs a spank
lnp." Undoubtedly any plan of procedure
n.creed upon by the Senate would be
followed by the House.
The Senate committee on foreign re
lations will consider the Venezuelan cor
respondence which was received in re
sponse to the LodKt resolution when It
meets next Wednesday. It is not likely
that the program suggested will be com
pleted in time to report on that day. but
everything points to an early agreement
on a plan which will jtive the administra
tion a free hand to act in such a manner
as the situation may seem to demand.

over the fact that his wife had charged
him with cruelty and nKlect. When
asked If he had a defense to such an ac
tion he started to answer, then almost
broke down.
