Dissatisfaction over the present tar
iff laws enforced in the Philippine
Islands is declared by Richard Camp
bell, Assistant Attorney-General for the
Jnsular government, to be largely re
sponsible for the disorders that con
tinue in the Philippines. Mr. Campbell
says there are roving bands of despe
radoes, and probably will be for some
time, who are not influenced by any
legislation. But the inspiration of much
of the trouble between troops and in
surgents comes from dissatisfied farm
ers and Filipinos who are taking this
opportunity to show resentment for
the existence of the tariff discrimina
tions. .Until the United States Government
modifies its tariff laws. Mr. Campbell
Insists, these leaders will continue to
make trouble. All other American leg
islation and the new American Insti
tutions aside from the tariff, have been
veil received, and tne Assistant At
torneyiGeneral believes that the islands
will be peaceful if this restriction could
bn removed.
