grant electric or other railways the
right to use the public roads of the
county. In the opinion of the Attorney
General. The opinion was given In re
sponsc to a request from Clark County
where the Commissioners, according
to the Prosecuting: Attorney, are about
to grant a 50 years franchlso to the
St. Helens Public Service Company, to
construct ana operate an electric rail
way on certain county roads, with the
further right to sunbstitute other mo
tive power.
Prosecuting Attorney W. TV. Sparks
expresses the opinion that the issuance
of the franchise will not be for the
benefit of the whole people.

George Irvin. of Monument, was appoint
oa btock Inspector for Grant County at
the recent session of the County Court.
Mr. Irvin was Inspector two years ago.
and presented a petition with almost 300
signatures for reappointment. William
Hall, the retiring Inspector, reports that
stock on the range Is quite free from dls
case, and the sheep are doing unusually
well In every -part of the county.

The Gtorm yesterday over Vancouver Is
land Is advancing slowly southeastward. It
has caused Keneral rains In the Pacific States
and snow In the lnter-mountaln states. The
following hlsrh winds are reported: North

i-outhwest; Sarramento. 30 miles south.
Storm southwest warnings are still dis
played at all seaports In the North Pacific
States, as It Is expected that the winds will
