East Portland "Water Office. The possibility of changing: the location of the East Portland water collector's office causes many localities to come forward with offers and petitions for the office. A petition Is being circulated to locate the office near Hawthorne and Grand ave nues, and another asks that it be placed on East Burnslde street, each claiming that it is the most convenient for the people. East Portland district is em traced between Hancock street north to the limits of the city, south and east. It Is conceded that it will be-a hard matter to get a place that will suit everybody, besides a building that will suit the needs of the office and repair shop will cost much more than where It is now located, but there Is strong objection to the pres ent location. Lawn Sociau The young people of Calvary Baptist Church, East Eighth and Grant streets, gave a social last evening on the grounds at the corner of East Eighth and Mill streets, which was large ly attended. Proceeds go to assist In fit ting up two of the junior classrooms for the Sunday school. The grounds were Illuminated with innumerable lanterns, and was very pretty. A musical and lit erary programme was rendered. Those who took part were Craig Baker, Mrs. Baker. Tommy Crook, Mrs. Mathys, Flos sie Woods. Elvena Howard, Bessie Owners, Herbert Cook, Lena Mathys. Jesse Moreland, died yesterday at the home of her daughter, Mrs. Howard Crofts, 237 Thirteenth street She was 73 years and 7 months old, and liad made her home in Portland for a number of years. J. C. Moreland, the Portland attorney, is a brother of the deceased. The funeral will take place this afternoon from Dunnlng's undertaking chapel, East Sixth and Alder streets, and the Interment will be in Lone Fir Ceme tery'. Want Ferrt Franchise. Parties want n. franchise to operate a ferry across the Willamette River at St. Johns. A repre sentative was present Friday night to present a formal petition for this fran chise, but no Council meeting was held. It Is proposed to build and operate a ferry of at least 75 tons, and carry teams and general traffic. The ferry will connect vrlth the Portland-Linnton road, and shorten the distance to St. Johns. The matter of granting a franchise will coma up at the next meeting of the Council. The New School Books for Washing I ton. The J. K. Gill Company, booksell I ers, of this city, will serve as one of the depositaries for supplying Ihe new books for Washington. The St. Johns Board of Trade has decided that there is not enough In the proposed paint manufactory, to Justify donating a site. The company also has in con templation making a permanent Improve ment on East Burnslde to the bridge ap proach in a short time, as the plank Is now nearly worn out. Arrested for Incorrigibilitt. Anna Tobias, the 14-year-old daughter of T. H. Tobias, of 509 Raleigh street, was arrested last night, being charged by her -father with incorrigibility. She refused to go home with her father when taken to the police station because she said her mother and father abused her. She was arrested at a dance hall while associating with sol diers, and retained in the women's ward at the City Jail. Thief Tries to Snatch Purse. A bold thief attempted to snatch the purse of Miss Vera Redmond, of 390 North Twenty-first street, yesterday afternoon about 2 o'clock. The attempt occurred on West Park, between Stark and Oak streets, and failed, as her screams caused the man to turn and flee. He ran toward Wash ington street, and down that thoroughfare to Sixth, where he was lost to view. Repair Maoibon-Street Bridge. The County Court yesterday awarded the contract for Improvements on the Madison-street bridge to the Oregon Water Power & Railway Company, through its representative, G. W. Brown. Brown's bid was the lowest presented, he offering to supply the lumber for the work at $13.30 per thousand feet, and the wood blocks at GC.fc cents per square yard. Sats Barber Overcharged Him. Vir ginlo Sraero, a barber having an estab lishment on Twenty-fifth, between Thur man and Upshur streets, was arrested yesterday morning upon complaint of a man who alleges he was overcharged in the shop. The case will be tried In the Municipal Court tomorrow. Funeral -of Mrs. Carrie Billion. The funeral of Mrs. Carrie Billion took place yesterday afternoon at the Portland Crematorium. She was a member of Queen Elizabeth Hive No. 24, L. O. T. M . and the members turned out. Mrs. Bil lion was 47 years old. She Is survived by her husband and family. TnoLLET Trip on the O. W. Unmolested by Sheriff Word or tho po lice, the -wily Chinese are indulging In the festive games of chance so common to them, and in which they take such keen delight fantan and lottery- Unawed because of Sheriff Word's for mer raids, in which he battered down their doors with sledgehammers and wrecked the gaming tables, tho Chinese have resumed their operations. As yet they are not running as boldly as pre viously, but they arc running. That the fantan and lottery games are tunning Is known to the police. For sev eral nights Captain Moore's bluecoats and plain-clothes men have been endeavoring to effect a good raid, but have not as yet succeeded. This is because the ever watchful Chinese have at least three guards out In front of and inside of ever) gambling-house. Chinese are fond of heir national games, but the aro not fond of visits from the officials, be they the police or Sheriff, and they are protecting thcmsolvos from raids by means of the guards. No policeman Is trusted by the Chinese now; they bar all. friendship, and close the games if they spy an offlcor, either in uniform or plain clothes. A halt Is made until the officer passes, when the games are resumed. Gambling has existed In Portland's Chi natown, as In every other Chinese district, ever since Its history- Repeated attempts, some of them of tho strenuous nature, have been made to stamp It out, but each attempt has failed. The only thing the officials have been able to accomplish is to keep down the practice of white people playing the lotteries or frequenting the fantan games. Thinks Tjcgal Fee. Too High. The question of the right of H. H. Rld dell, attorney, to collect a fee of $1250 from the estate of Rudolph Johnson, de ceased, was argued before Judge Webster yesterday, Rudolph Johnson was killed In the Montavllla car accident at Twenty eighth and East Gllsan streets last Feb ruary. Ryland O. Scott was appointed administrator of the estate, and RIddell was employed as attorney to bus the Portland Consolidated Railway Company on a contingent fee of one-half of what ever amount he should recover. He com promised with the company for 500.
