The franchise granted the General Elec tric Company by the Council of St Johns is causing no small commotion in that new city, like unto the Tanner-CreeK sewer scandal on a smaller scale. It had been supposed that the franchise carried with it certain concessions on the part of the company about the establishment and maintenance of two electric lights, one on the corner of Jersey and Broad way streets and another at some place which the Council might designate. These lights have not been placed, and It has been the impression that the company had violated the terms of Its franchise and it could be repealed, but according to the terms of the ordinance, passed 0 days ago, the only requirements are that the company "should plant poles and stretch wires," and this has been done. Something is said about the lights, but no time is mentioned when they are to be placed. Last week members of the Coun cil got ready to call a special meeting, repeal the franchise, pull up the poles and tumble the wire into the Willamette River, but Recorder C. F. Clark Informed the irate members that they could do nothing of the sort that the company had complied with its franchise and had them on the hip. Members of the Coun cil are wondering how it happened. Unitarian Bazaar next Thursday even ing and Friday afternoon and evening, December 8 and 9.
