The crest of the 1903 flood Is here. The
"Willamette yesterday reached the 2i-foot
mark, and came to a stand. It will re
main stationary today, and tomorrow the
fall will begin. The drop will be very
slow during the first three days of the
week, but after that the flood may sub
side faster. Testerday the Columbia was
reported falling at all points above the
Cascades, except at "Wenatchee. where it
was at a stand. At Northport, the fur
thest point reached by the weather bu
reau, a fall of 0.8 foot was reached.
The Snake is falling even faster than the
Columbia, going down 2 feet in 24 hours
at Rlparla. The weather at the head
waters of the Columbia and Snake was
cloudy yesterday, and today and tomor
row it will be cool there. This of itself
would be enough to check the freshet, if
there was any, but the probabilities are
that very little snow is now left in the
mountains, and what remains will grad
ually melt during the Summer without
having any effect on the rivers.
The flood this year lacKs nine leet oi
the high mark reached in 1KW. Plenty of
oldtlmers were ready a few weeks ago to
predict that the maximum stage would
be reached this year, but Forecast Official
Beals, of the local weather office, knew
what he was talking about when he said
that the river would only come up to 24
feet. No damage has been done here by
the flood, and with the exception of a
few steamboat companies, none have
been inconvenienced. Front-street mer
chants, of course, had to clear out their
cellars, but that is necessary every, year
when the water gets above the 15-foot
mark.
GRAIX FREIGHTS DULL.
K'o Business Being: Done in Future
Chartering:.
There has scarcely been enough business
In the freight market to warrant a review.
Bays the San Francisco Commercial cws.
A few lumber fixtures havo been reported,
most of which are at easier rates, and one
in vessel has been fixed to load at Port-
Iland. The Loch Garve, the last grain ves
sel of the season, finished her cargo this
I week, clearing up. to all intents and pur
poses, the old crop. Tacoma. and Seattle
I are about cleaned out of grain, and Port
land is now the only market with an ex
portable surplus on hand, and a very few
vessels would exhaust stocks there. In
future chartering there is no business;
conditions are entirely unchanged, rates
being nominal at about 17s 6d to lis Sd;
owing to the uncertainty as to the crop
and tho certainty as to the enormous ton
nage listed this way, shippers are out of
the market for vessels and will probably
refrain from doing business until the new
wheat come3 along in quantity.
In lumber freights the voyage to South
Africa has been done at lower rates, and
I the rate to "West Coast is very weak. Tho
iClarence S. Bement has been chartered to
load coal at Newport News for this port
at J6 per ton, a considerable improvement
over previous quotations.
Blgr lumber Carrier Arrive.
Tho British bark Glencalrn arrived up
from Astoria yesterday morning, and
serthed at tho Sand dock, where she will
llscharge ballast. The bark Is chartered
ay tho Pacific Export Lumber Company,
md will carry a largo cargo of lumber to
elagoa Bay. She will load at Inman,
Poulsen St Co.'s mill.
Tho Bteamshlp Stanley Dollar, formerly
ie Government transport Egbert, ar
rived at Astoria yesterday and left up
sefore noon. She will reach here early
this morning, and will tie up at the
Eastern Lumber Company mill, where
she will load for China. The Dollar is
ilso under engagement to the Pacific Ex-
sort Company.
Lyderhorn'a Reinsurance.
Reinsurance on the long overdue ship
jyderhorn, which is now 1C9 days out
Ifrom Ballard. Wash., with a cargo of
lumber for Delagoa Bay, has been ad
vanced to 25 per cent. The rate was maln-
ined at 15 per cent for somo time, for
iwing to tho reputation of tho bark as a
slow siller it was expected that she would
rrive. but with the lapse of time beyond
rhat she should havo made the voyage in.

Tyne Shipbuilders to Combine.
Consul H. W. Metcalf reports from New-
:astle-on-Tyne, May 21, that an amalga-
latlon of shipbuilding firms on the River
Cyne. with tho control of other kindred
establishments, is proposed. The firms
interested are: Swan & Hunter, the build
lers of several largo floating pontoon docks
land also of the Cunard liners Ivernln, Ul-
tonla and Carpathta, and Wigham, Rlch-
lardson & Co., also builders of fast pas
senger steamers, principally for Contl-
lental account.

INDIANS GET LAND FIRST.
"Washington Reservation Is Not to
Be Opened at Once.
OREGONIAN NEWS BUREAU. Wash
ington, Juno 19. The fact that surveys are
being made of the Quinault Indian reser
vation, on the west coast of Washington,
has led many people to believe that the
lands ere soon to be opened to settle
ment, and in consequence many inquiries
are being made of the Indian Office for
information as to tho proposed opening.
To all such Inquiries the department re
plies that under no circumstances will
there be any opening of lands until the
surveys have been completed, and SO acres
of the land has been allotted to each man,
woman and child properly on the reserva
tion. Tho reservation contains approxi
mately 224,000 acres of valuable agricul
tural and timber land, and this accounts
for the interest that is taken in the con
templated settlement.
After allotments have been made a por
tion of the remaining lands will be set
apart for the general use of the Indians
either for agricultural or grazing pur
poses. Tho department has not yet de
termined whether the unallotted lands
shall bo thrown open to entry or reserved
for the purpose of preserving the timber.
This latter scheme has been suggested,
and will have due consideration, but will
no doubt be opposed by the Indians them
selves, who hope to recover something
from the settlers who take up tho surplus
lands.
