ERRATIC WEEK IN STOCKS

Men. "Who Made Fortunes in
Iron and Steel.

NEW YORK, April 12. The situation
centering about Louisville & Nashville
was the subject of keen Interest In "Wall
street today, and kept the market fever
ish and unsettled. The Jumps of over 10
points In Chicago & Eastern Illinois and
the rlae In Evansvllle & Terre Haute re
vived rumors of projects for a Chicago
outlet for Louisville, and the conferences
in progress, and known to the street,
strengthened the Impression of an Im
pending parting control of Louisville &
Nashville itself. There -was a renewal of
the activity and strength in Colorado &
Southern, -which was attributed to the
working of plans for the extension of the
Slock Island connections, indicated by the
purchase of the Choctaw, Oklahoma &
Gulf. Otherwiso the principal strength
rwas in specialties. The buoyant rise of
Canadian Pacific to 120, with a relapse of
a point, was not explained. The strength
of the various -rubber stocks was due to
reports of proposed mergers, as were the
movements in Virginia-Carolina chemical
and cotton I1. The rise of over 4 points
in International Power was due to the
expectation of stock subscription rights.
The strength of the market was not gen
eral, and the advance after the bank
tetatement was met by realizing, so that
the closing was irregular.
The cash changes in the bank statement
fconformed closely to the estimates. The
loan decrease was laTger even than hoped
Ifor, but the knowledge that large loans
Twere transferred to the trust companies
E.nd to foreign lenders, left the outlook
or money by no means clear.
Review of tho Week.
There was a remarkably feverish and
tsrratlc stock market this week, which Is
attributed In Wall street to the specula
tive operations of a group of wealthy men
who have realized great fortunes in the
Iron and steel trade, and who were con
trolling factors in the constituent com
panies of the steel corporation before the
formation of that concern. The upward
course of prices which was established
last week was Interrupted on Monday by
the fears of money stringency. The large
exports of gold for Tuesday's steamer
threatened a total wiping out of the sur
plus reserve of the banks, which was cut
down two-thirds, as a result of the trans
actions of last week. The rise in the
money rates shut off further gold ex
ports, and made It profitable for foreign
bankers to negotiate heavy loans in for
eign money markets to place here. The
trust companies also wero large lenders
at the higher level, as they are not sub
ject to the same legal restrictions as to
the maintenance of cash reserve, and are
thus able to leave their cash in deposit
with the banks to figura In their cash re
serves, while taking up the bank loan.
This feature of the local credit situation
has been the subject of some comment
and criticism In connection with the active
speculation which is fostered by the re
sources thus made available. The money
market has. nevertheless, been unsettled
all week and subject to occasional flurries.
The leaders of the speculation seem to
be unaffected by these flurries, and it is
believed they are protected by heavy
loans on time. It was suspected that the
early unsettlement of money was due
partly to the taking out of large time
loans in this Interest.
Center of Speculation Shifts.
The center of speculation shifted this
week from St. Paul and the Western
group to the Southern Railway field. The
movement In Louisville 8s Nashville be
came so sensational that the fear arose
that the circumstances of the Northern
Pacific corner of last May might be re
peated. The reticence of all the parties
In Interest as to the actual conditions ex
isting in the stock added to the uncer
tainty. The plausible theory advanced was
that advantage had been taken of the
strength of the stock to market the newly
authorized Increase of $5,000,000 of stock.
The formality of application and listing
of a new stock Issue on the Stock Ex
change requires about a month's time.
Meantime the new stock is not a good
delivery against sales made on the Stock
Exchange. It was supposed that the spec
ulative pool In the stock had discovered
this technical short Interest In the mar
ket, and, by forcing up the price, was
compelling the delivery of stock held for
control, thus threatening the absorption
of the control. The announced plan to
apply a portion of the new stock issue
to the purchase of the Atlanta. Knoxville
& Northern revealed an incursion Into the
territory of tho Southern Railway Com
pany. There were conjectures that con
trol of a road into Chicago running north
of the Ohio River was also spjught. Cou
pled with the enormous dealings in the
stock, these facts and surmises gave color
to the supposition of a contest for con
troL and the activity and strength in
Southern Railway, as though in sympa
thy, seemed a corroboration.
The announcement of the purchase of
the Choctaw. Oklahoma & Gulf, and the
supposition that it was in the interest of
the Rock Island, was additional Incentive
to credulity in the progress of plans for
extension of community of Interest and
strengthening of position by existing rail
road systems, by control of outlines and
extensions. The activity and strength of
the Gould stocks were supposed to be due
to the progress of plans for completing
the system's outlet to the Atlantic Coast.
It is a matter of observation that prac
tically all of tho railroad construction of
the present era of industrial activity is
devoted to extension and strengthening
of existing systems, rather than to the
formation of new systems. It Is argued
that this tends to insure against rivalry
and destructive competition.
Foreign Money Situation.
The postponement of the British budget
statement defers the clearing up of the
foreign money situation. The announce
ment on good authority that Russia will
seek no further loan In Europe this year
removes an apprehension that the recent
loan placed in Germany, Belgium and
Holland was preliminary to a large Rus
sian .loan to be floated.
The speculation in stocks has been sup
plemented by an active buying of some of
the low-grade speculative bonds, on which
interest payments are contingent, at sharp
advances in prices. United States 2s and
old 4s, registered, advanced per cent
and the 5s 1 per cent. Tho 3s, coupon, de
clined per cent., compared with the
closing call price of last week.

Cabinet Meeting: Cannes More Talk
Than Business at London.
NEW YORK, April 12. The Commercial
Advertiser's London financial cablegram
is as follows:
There was more talk than actual busi
ness in the market today. Tho Cabinet
met on urgent summons. This gave rise
to divergent rumors, some reporting a
Cabinet crisis, and that Sir Michael Hicks
Beach wanted to raise the income tax, and
Joseph Chamberlain insisted on a fresh
loan, threatening his resignation unless
bis plan was adopted. The latest rumor
is that the Bank of England representa
tives have been in conference with the
Chancellor of tho Exchequer. This if true
suggests a loan. Americans were above
parity, but L. & N. was under,
with apparently few dealings. Rio Tintos
were -up on the rise in Amalgamated
Copper.
Many Flour Mills to Close.
CHICAGO, April 12. On account of
having to pay a premium of from 1 to
VA cents over May wheat, together with
a decline in the demand for flour and
bleu, freight rates, says the Chronicle's
Minneapolis correspondent, about one
fifth of the Minneapolis flour mills will
close down at once for an indefinite length
of time.
MINNEAPOLIS, April 12. About 50 per
cent of the flour mill capacity of this
city will be idle next week and for an
indefinite time thereafter until conditions'
Improve. This means loss of their time
to about 1030 mlil employes. The shut
down is due partly to the premium mil
lers have to pay on May wheat, but
principally because of the discriminatory
rates on wheat and flour In favor of
wheat. This discrimination is even now
the subject of negotiations between the
millers and the railroads, and although
tho Western roads are willing to equal
ize the rates the Eastern roads have so
far declined to do so. The consequence
is that the export demand for flour has
fallen, it being more profitable to ship
the wheat and grind It abroad. The'roads
maintain that flour Is more expensive to
handle than wheat and that the rates
must therefore be higher. The millers
say they can explode this theory entirely.
To Raise Mules for Cuba.
CHICAGO. April 12. Charles A. Allen,
of HoopeBton, ex-Speaker of the Illinois
General Assembly, and a company of Ver
million County capitalists, says the
Chronicle, have Just Incorporated In the
State of Maine "The Hoopeston Land &
Cattle Association," which will operate
58,000 acres of land in Cuba, valued at
$500,000. It Is said to be tho Intention of
the company to raise mules for use on
Cuban plantations.
Nine Mills Form Hominy Company.
DECATUR, 111., April. 12. Announce
ment was made here today of the incor
poration of the American Hominy Com
pany, to Include nine principal com
grinding mills in tho country, with a
total delivery capacity of 70.000 bushels of
corn. The capitalization will be $3,750,000.
and the business offices will be located in
Chicago.

INCREASING CAPITAL STOCK
Mississippi-Avenue Building: Asso
ciation to Raise $4200.
The stockholders of the Mississippi-Avenue
Building Association will hold a
meeting in the Mississippi-avenue engine
house next Tuesday evening, for the pur
pose of taking steps to increase the cap
ital stock from $1200 to about $4200. Pres
ident Thompson, of the board of direc
tors, said yesterday that the building the
association will put up on the corner of i
Mississippl avenue and Shaver street will
cost between $3000 and $3500, and that un
der the circumstances it will be neces
sary to Increase the capital stock, so that
the work ofstarting the building could
be begun at once. ""
Architect Chappell-Brown, who Is pre
paring the plans of the structure, will
have them, with specifications, ready for
inspection at the coming meeting of tho
stockholders. It is desired to begin work
on the foundation of the building as soon
as possible. The promoters of this build
ing enterprise are very' enthusiastic and
Intend to see that it is carried forward
successfully.
SELLWOOD FREIGHT DEPOT.
P. C. & O. R. Co. Will Build It When
a Site Ias Been Provided.
The Portland City & Oregon Railroad
Company will build a freight depot in
Sellwood as soon as the Sellwood Board
of Trade furnishes grounds for the build
ing. O. H. Walburg is chairman of a
committee appointed to secure a lot near
Umatilla avenue on tho railroad. The
property-owners will be asked to donate
a site, or part of a site and the rest of
the lot will be bought. It is felt that the
owners of land In Sellwood are interested
in getting this freight depot, and should
be willing to help in securing it.
A depot is wanted very much in Sell
wood, and the company is willing to
build it when the site Is furnished. The
depot will be of great benefit and con
venience to business men. It will also be
the means of making Sellwood the ship
ping point for quite a large district. The
people of Sellwood feel grateful to the
railroad company for Its offer.

Llght-Draft Dont.
The frame of the Alaska light-draft
stern-wheeler steamer, which Is being
built at Supple's 'boatyard, Is completed.
It stands on the east side of East Water
street, between Belmont and East "Yam
hill streets. The hull will be 120 feet long
and very light. The ribs are placed close
together to give strength. The frame
will be knocked down and packed for
shipment. All the parts will bo marked
so they can be put together, on arrival
on the Yukon River.
May Build a Hall.
Residents of Piedmont, Woodlawn and
surroundings are canvassing the matter
of organizing an association for the pur
pose of erecting a hill for nubile meet
ings at some central place In that neigh
borhood. At present there Is no conveni
ent public building. The matter Is ex
pected to take form some time this
month.
East Side Notes.
A Japanese named Arconl was injured
in Alblna yesterday by being. struck by
a locomotive. His right foot was crushed.
He was taken to St. Vincent's Hospital,
where the foot was amputated.
The funeral of John Wesley Battln was
held yesterday afternoon from his la'te
home on the Base Lane road, near Wl
berg lane. After the services in the house
were concluded, Sumner Post, No. 12,
G. A. R., took charge and conducted the
final rites at the grave in Lone Fir cem

CHRISTIANIA, Norway, April 12. The

immigration to America. Thirteen hua-
dred Scandinavians sailed from this port.

Have you tried to plan In your mind
what we could have on a site away from
the river that would Interest Eastern
people? Are ,you aware that the best
show that we could have on such a site
would not match one of the annual state
fairs held by many of the Eastern
States? Our best efforts on such a site
must prove to be a failure.
If the Exposition be held at "Univer
sity Park, we can show our harbor, the
ships coming and going, our mountain
scenery, 200 miles of standing timber
extending from Mount Rainier to Mount
Jefferson, as part of our Exposition.
We can have nothing on a site away
from the river that we cannot have on
the river, but we can have many at
tractions on the river that we cannot
have away from the river. Then why
not have the best possible for the mon
ey we shall have to expend? '
Hawthorne Park, in connection with
Ladd's Addition, is the only place, be
sides University Park, that has any con
siderable number of advocates. The
only claim made for Hawthorne Park
is "that it is central." While it is nearer
to the Postoffice than University Park,
it is not as accessible. Hawthorne Park
would have to depend wholly on the
street-cars and carry-alls which would
be burdened to their fullest capacity
wherever the Exposition may be held.
The unobstructed boats and railroads to
University Park will make the trip in
less time than the street-cars could
reach Hawthorne Park. Think of the
crush at an open draw which must take
place many times dally. Think of the
delays at street crossings, to avoid
crashing into heavy trucks or to avoid
killing pedestrians. Compare this with
a clean, breezy boat ride to University
Park, without crowding or hanging to
strap, or with a 10-minute run on the
railroad, where all wagon roads are
overhead, except the one at Lower Al
blna, and where the liability of acci
dent would not exist. Even its claim
of central must vanish before the supe
rior facilities of reaching University
Park.
