Currency System. Sfot Adjustable to
Varying Conditions.

The failure of the present currency
system to adjust itself to the varying
demands of trade is shown by the con
trasts between the issue of our own and
Canada's banknotes during- the crop
moving period, -when the demand for ac
tual currency is very heavy owing to the
fact that payments for crops of wheat,
corn and cotton are largely cash and
require a large supply of small denomi
nations and fall principally in the
months from August to December- In
these respects, getting the crops to mar
tot is unlike ordinary large commercial
episodes in which payments are by check,
are delayed from one to three and six
months, and require little or no actual
currency. The method of crop payments
requires an abundance of currency at the
primary markets and in the agricultural
regions in addition to the normal demand
for currency for carrying on the retail
and other transactions of the country
which are comparatively steady.
A banking system, therefore, that meets
this extraordinary demand .without caus
ing a scarcity in ordinary commercial
transactions, is much more efficient than
one which does not adjust itself to the
increased demand. That is the principal
count against our present system of bond
secured bank currency and a partiaj
.measure of its failure appears not only
in the apprehension and disturbance
caused every Fall by a tight money mar
ket, as at present, but in the difference
between the expansion of Canadian issues,
which adjust themselves automatically
to the aemand for currency, and our
own issues. In Canada last year from
September to December the -average cir
culation was practlcallly 21 per cent
greater than -during the "Winter months.
In this country, even under the stimu
lus of the new currency act, which en
couraged the establishment of rural
banks and relieved note Issues of many
of the former drawbacks, the expansion
of the currency during July and August
was only about 5 per cent more than it
was during the Winter months. Canada's
expansion, because it is automatic, is the
measure of the additional demand during
the crop-growing season, and is approx
imately Indicative of the degree of elas
ticity which is needed in the United
States. But this elasticity, which in
cludes contraction when currency is
overabundant as well as expansion, is
not and cannot be secured by bond-secured
aiotes, which, so far as safety is con
cerned, are not one whit more desirable
than the asset-secured notes of Canada.
FIRE IN A HOTEL.

Fire broke out at 2 o'clock this morning
at the Merchant Hotel, Third street,
owing to a defective flue. The blaze
etarted between rooms 18 and 19, and John
Goslin "was found in the former by Po
licemen Bailie and Gibson, but he soon
recovered from the effects of the smoke.
About 180 guests were asleep in the hotel
at the time. The loss was about 530. The
alarm was sent from box 142, Third and
Davis streets.

A young man who gave his name as J.
Caswell was arrested yesterday in Whlte
chapel by Policemen Bailie and Gibson,
charged with having a loaded revolver in
bis possession. The police state that one
of his pockets was filled with loaded
cartridges.

the Order of Washington at La Camas, Wash.,
on tho 27th day of June. 1901. and that on
Monday, August 6, 1091, I lost the sight of
my right eye in the following manner: I was
driving a team of horses and one of the ani
mals switched his tall violently, striking me
full in the eye, badly lacerating same and
setting up an Inflammation which destroyed
the 'Sight completely. At the time of the dis
ability I carried two certificates In the Order
of Washlngon, ona entitling me to $G per
week in case ot sickness or accidental dis
ability, and the other $500 in case of my
death, under the conditions of which I am
entitled to one-eighth of the amount for the
loss of one eye Immediately. On the 15th day
of October, I presented my claim to the Order
of Washington, and within ten minutes same
was allowed and paid. I have tested the
order, and I can, with pleasure," certify to Its
prompt and honorable dealings. I recommend
the Order of Washington to all wanting hon
