Possibly Ttto Route "Will Be Estab lished In XeifiJiborhood Special Agent Ormsbj- Report. Gresham, Multnomah County, will be furnished -with one. If not two, free de livery mail routes by January 15, accord ing to E J. Ormsby, special agent of the Postoflice Department, who, with County Commissioner Steele, looked over the route yesterday. The County Sur veyor is now engaged In drafting maps of that locality for Mr. Ormsby's guid ance, and the special routes will be de fined this afternoon. Mr. Ormsby found the vicinity of Gresham an Ideal locality for rural free delivery, as the population is dense enough to supply the required 100 fami lies along a 20 or 25-mile drive. The peo ple out there, especially those engaged in business were delighted with the pros pect, he said, last evening, and he fells assured that the blessings of free rural delivery will meet their expectations. He examined the Mount Tabor and Hurlburt localities, but considers Mount Tabor a suburb of Portland that should be served by city carriers, owing to its proximity to the city proper. He fears that the Hurlburt neighborhood is too sparsely settled to furnish the required 100 families on the 25-mlle line, though a definite map may alter his opinion on. this matter. Troutdale may come in lor free delivery on one of the Gresham Toutes, and this would tend to reduce the dncome of the Troutdale office, as well as to discontinue the smaller offices along the routes. This has been the effect in the vicinity of Salem, where eight rural delivery routes have recently been estab lished. The asylum and penitentiary are each included in a free-delivery route. A route has been established at Macleay, and three at Turner, in Marion County; two at Albany and one each at Jefferson, Shedds, Suver and Dayton. In Eastern Oregon, a route has been established at F-reewaler. Umatilla County. Mr. Ormsby considers the rural free de livery system very popular wherever es tablished, and, ttrange though it may appear, the system soon gets to be self supporting as well, by the discontinuance of small postofflces and star routes in the localities served. He does not con sider the discontinuance of Btage or (horseback mail routes any misfortune, he Bays, as the subcontracts are taken at such ridiculously low figures that they hardly pay the carrier's expenses, though what the Government may be paying the original contractor it is very hard to find out. Free rural delivery embodies a daily service, and the carriers are paid $500 a year, furnishing their own rigs. They are authorized to sell money orders, stamps and accept mall at any farmhouse along their routes. Mr. Ormsby will remain in Portland until tomorrow, when, he will leave for Albany, where he expects to establish a third route and from that point will re turn to his headquarters at Denver. Hi3 home is at Black River Falls, Wis , which ho left on the 7th of last month. On his westward journey he established five routes in Utah, and one at "Weiser, Idaho. "Farming communities which have the requisite papulation in a given space," he said, "have no difficulty in obtaining free delivery routes All that is necessary is to petition the Postoflice Department and send the application to the Representa tive of the district." The Teachers Association has made ar rangements with Professor Charles Mills Gayley, head of the department of Eng lish literature.
