In 1S94 city officers arrested 56 Indians
In a state of intoxication, as the following
monthly record shows: January, 7; Feb
ruary, 0; March, 2; April. 0; May, 4; June,
2; July, 5; August, 4; September, 2; Oc
. tober. 3; November, 14; December 13. In
November Judge Bellinger handed down
a decision to the effect that the Indians
of this reservation had all the rights of
citizens. During that month and Decem
ber the number of arrests equaled half
the total number made throughout the
year, and in 1695 already 24 Indians have
been fined in violation of the city's or
