This Document is a legal notice informing all Applicants of MWH-Kiewit Joint Venture intent to solicit and receive Statements
of Qualifications with the purpose of prequalifying Bidders to submit proposals to perform Work on specific Bid Packages
listed in this advertisement for the Bull Run Filtration Facility Project.
The Bull Run Treatment Program will provide safer drinking water to nearly 1 million residents in Multnomah, Clackamas, and
Washington Counties. The City of Portland will construct a new filtration water treatment plant and pipelines to deliver treated
water to the existing system.

After accessing the link, Applicants will be directed to BuildingConnected Qualifications Application Questionnaire. Applicants shall submit statements of qualifica-
tions to MWH-Kiewit Joint Venture via BuildingConnected Qualifications Application has been reopened and needs to be submitted NO LATER THAN May 5, 2023.
WIFIA Project: Applicants who pre-qualify as Bidders are hereby notified that work to be performed under this contract will be in full or in part financed by the Water
Infrastructure Finance and Innovation Act (WIFIA) administered by the United States Environmental Protection Agency (US EPA).
Applicants who pre-qualify as Bidders are required to comply with the workforce diversity and equity contracting requirements of the Regional Workforce Equity Agree-
ment and the Construction Diversity and Inclusion Policy, respectively. Trade the percentage of journey-level and apprentice level Covered Work hours to be performed
by women and woman-identified persons are as follows:
2023: 9%; 2024: 10% ; 2025: 12% ; 2026: 14%
Trade the percentage of journey-level and apprentice level Covered Work hours to be performed by people of color are as follows:
2023: 22% 2024: 23% 2025: 24% 2026: 25%
