Sentenced for Arson
RV Vehicle Attacked
A federal judge Monday sentenced a protester
to the year and a half he spent in custody for
an attempted arson at the federal courthouse,
downtown. Prosecutors said Joseph Ybarra, 23,
lit a device and threw it at the courthouse during
a protest during the predawn hours of July 22,
2020. He was intoxicated at the time and suffers
from schizophrenia, his lawyer said.
Arson investigators are asking for public assis-
tance investigating a fire started by an explosive
device that was placed under an occupied recre-
ational vehicle parked along Northeast 33rd Av-
enue and Sunderland Avenue. One female adult
was inside at the time, but she escaped unhurt.
March Turns Violent
Teen Killed in Drive-by
One teenage boy died and three others were
injured after a drive by shooting on Sunday
night near the intersection of Southeast 162nd
and Stark. Witnesses said it happened at a gas
station where four teenage boys were standing
when a driver pulled up and shot at them.
Football Player Charged
Former Portland State University football
player pleaded not guilty last week to charges
of second-degree murder and unlawful use
of a weapon in the death of another student.
Keenan Harpole is accused of fatally shooting
PSU freshman Amara Marluke at her apartment
building near campus about 1 a.m. on April 4.
Gypsy Jokers Sentenced
Two members of the Gypsy Joker Outlaw Motor-
cycle Club were sentenced in Portland last week
to life in federal prison for kidnapping, torturing,
and murdering a former club member. It followed
their convictions after a trail in December.
Clean & Safe Cuts
The Portland City Council voted last week to
begin a process where Clean & Safe funding for
police in the downtown business district goes
away. Property owners currently pay for ser-
vices such as graffiti removal, expanded trash
pick-up and extra security patrols.
Marshals Fire Weapons
U.S. Marshals shot two men near Southeast
11th and Sandy Boulevard on Monday while
looking for a wanted person, authorities said.
Both men were hospitalized with injuries, one
seriously. Two women were also being detained
during the investigation, police said.

Police Precinct just off Northeast Martin Luther King Jr. during a protest
Saturday night that also triggered vandalism against nearby Wells
Fargo and Bank of America branches, a Starbucks coffee shop and bus
shelters along the route.
A now familiar trail of graffiti,
fire and broken windows was the
result of a grassroots march call-
ing for justice Saturday in north-
east Portland.
The destruction followed a
peaceful rally at Peninsula Park
that was promoted on social media
as an event to demand justice for
Patrick Lyoya, a 26-year-old Black
man killed on April 4 when he shot
in the head by a police officer in
Grand Rapids, Mich.
But after participants ventured
out into the community, a trail of
destruction followed. A dumpster
was set ablaze in the lower level
parking garage at the North Police
Precinct by one or more people in
the crowd, police said. Firefight-
ers had to be called to put the fire
and prevent flames from spread-
ing and endangering people inside
the precinct.
Graffiti also was sprawled on
nearby buildings and windows at
locations that have been targeted
with violence during several other
protests over the past two years, in-
cluding the Wells Fargo and Bank
of America branches, a Starbucks
coffee shop and bus shelters along
Northeast Martin Luther King Jr.
No arrests were made, but police
are investigating and asking for the
public’s help.
