The Cannabis Program in the Office of Community & Civic
Life (Civic Life) regulates cannabis businesses in Portland in
coordination with other City bureaus and State offices; works with
business owners to navigate and remain in compliance with local
and state regulation; convenes a cannabis public advisory body,
the Cannabis Policy Oversight Team (CPOT), that recommends
equitable cannabis policies to Civic Life; manages Cannabis Social
Equity Grants funded by a portion of the City’s 3% local tax on retail
cannabis sales; acts as an information resource for local, state,
and national elected officials, staff, and constituents; advocates
at the local, state, and Federal level for cannabis policy changes
in coordination with the City of Portland’s Office of Government
Relations; and generally works for more equitable policies and
outcomes in cannabis.
