Study finds racial
disparities, but no bias

A new study showing racial disparities in fare en-
forcement at TriMet but no racial bias will lead to
new efforts to improve equity practices at the trans-
portation agency.

After community concerns were raised that fare
enforcement actions were uneven across races and
ethnicities, an independent third party investigation
was commissioned by TriMet and the results were
released last week.
Conducted by Brian C. Renauer and the Criminal
Justice Police Research Institute at Portland State
University, the study found no evidence of systemic

A north Portland man is ac-
cused of shooting two housing
managers at Casacadian Terrace
after being evicted from the hous-
ing complex, located on North
Kerby Avenue across the street
from Portland Community Col-
lege’s Cascade Campus.
It happened Monday about
12:30 p.m. Reynaldo Diaz Cabre-
ra, 64, fled after the shooting but
Reynaldo Diaz Cabrera
was arrested by police in a car
several blocks away. He faces
two charges of attempted mur-
der. The housing managers, a
45-year-old man and 64-year-old
woman, suffered serious but not
life-threatening injuries, police
said.
