for Juanita Walton, a former
Missouri state representative,
Portland community volunteer
and beloved wife, business part-
ner and friend of Portland com-
munity leader and entrepreneur
Roy Jay, will be held Saturday,
April 30 at Highland Christian
Center, 7600 N.E. Glisan St.
Juanita Alberta Head Walton
(Jay) died April 12, 2016 from
cancer. She was born May 19,
1954 in Clayton, Mo., to John
W. and Delores Head, a family
of great heritage, history and
self-determination. She was
Raised in Kinloch, Mo. and
graduated from Kinloch High
School, Lincoln University and
Lindenwood University. She
earned a Masters degree from
Washington University in St.
Louis.

itics. Elected to the Missouri
Legislature in 2000, she served
eight years representing St.
Louis County. She chaired the
business and inance committee
for the National Black Caucus
of State Legislators, served as
president of the National Foun-
dation of Women Legislators,
and was Democratic commit-
teewoman of Ferguson Town-
ship. She was also a founding
member of the Black Women’s
Political Action Coalition, an
organization aimed at increas-
ing the political inluence of
women at all levels of elected
ofice.
At the completion of her last
year in ofice, she moved to
Portland to join her husband in
the pursuit of new opportuni-
ties. She served as administrator
for Project Clean Slate in Port-
land and served on various local
boards and committees. She had
a special passion for The Sisters
Network, where she served as
director. She traveled to vari-
ous countries representing the
United States and Roy Jay En-
terprises of Las Vegas.
Juanita loved God and ev-
eryone around her. She and her
husband were quiet sources of
scholarships, home inancing,
job placement and other com-
munity endeavors that were
never publicized.
In a varied career outside
politics, Ms. Head Walton was
a licensed real estate agent,
and worked as a light atten-
dant for TWA, a trainer for St.
Louis Community College, and
an instructor at Alabama State
University. She was the former
director of the Grace Hill Wom-
en’s Business Center in St. Lou-
is.
She was a member of Cole-
man-Wright CME Church in St.
Louis before moving and join-
ing Highland Christian Center
in Portland.
Her father preceded her in
death. Survivors include her
husband; mother; two sons, El-
bert Walton III of St. Louis and
Capt. Johnathan Walton of the
Army National Guard; and sev-
en siblings, Evelyn Head, Joyce
Martin, John Head, Charles
Head and Sharon Gill, all of St.
Louis County, Patricia Johnson
of Texas, and Willie Head of
Oregon.
