P ortland’s settlem ent with Police
Captain M ark Kruger, which in­
cludes M ayor C harlie Hales and
C hief of Police M ike Reese’s deci­
sion to overturn two internal af­
fa irs in v e s tig a tio n s fin d in g s
against the officer, one including
his posting o f N azi-era Germ an
soldiers in a Portland park and the
other retaliating against a female
subordinate w ho’d filed a com ­
plaint against him.
In addition to having his record
expunged, Kruger received vaca­
tion time to com pensate him for 80
hours o f discipline suspension
and he will receive $5,000 in cash.
This settlement, stemming from a
legal claim he filed against the city in
2013 rewards him for actions that are
completely contrary to the vision of
a diverse, accountable, just, com­
m unity-oriented and transparent
police bureau that is being sought
by Portland’s citizens and the U.S.
. Department of Justice. It abundantly
rewards Kruger for detrimental ac­
tions against the city and the Port­
land Police Bureau and is an insult
to every freedom and justice loving
citizen.
The citizens o f Portland rem em ­
ber the actions Kruger took in
1999 during a cerem onial service
in which he honored five N azi-era
G erm an soldiers, an act that hark­
ened to worshiping H itler and the
T hird Reich and the war they
w aged
a g a in s t
h u m a n ity .
Portlanders also rem em ber the
pending case o f sexual harass­
m ent against K ruger brought by
Lt. Kristy Galvan.
Furtherm ore, to add injury to
the insult, the settlem ent M ayor
Hales approved not only rew ards
K ruger but expunges his records
o f past com plaints without going
through the norm al City Council
process for controversial lawsuits
and settlem ent agreem ents. This
was further exasperated by C hief
Reese writing a letter o f com m en­
dation to be placed in K ruger’s
personnel file.
The citizens o f Portland want
to move as a progressive city for
freedom , ju stice and equity. The
decision by M ayor H ales and
C hief Reese runs contrary to the
im age and direction o f the City of
Portland. T heir decision shows
insensitivity to those who have
been victim s o f the Third Reich
and their crim es against hum anity
as well as wom en who work in
m ale-dom inated professions.
This is not the direction the
citizens o f Portland desire to be
reflected in their Police Bureau
and their city.
Let the M ayor and C hief o f
Police send the right m essage to
the citizens and every police o f­
ficer that the past actions o f C ap­
tain K ruger do not represent the
City o f Roses and le t’s support
the D epartm ent o f Justice’s pro­
posed settlem ent agreem ent on
police reform s and Judge M ichael
S im on’s annual review o f the
agreem ent to help insure police
accountability and justice.
