Holder, Justice A ntonin Scalia called a key part o f the V oting R ights A ct - Section Five - a “racial en title­ m ent.” Section Five requires that the Justice D epartm ent or a federal court “pre-clear” any changes m ade to voting procedures by covered j u ­ risdictions to ensure they do not “deny or abridge the right to vote on account o f race o r color.” T his act w as established to fix a broken system , and it rem ains rel­ ev an t today. As long as b latant v o ter su p p ressio n m easures like voter ID law s and district gerrym an­ dering are being used to keep cer­ tain groups from the polls, the V ot­ ing R ights A ct - in its entirety - rem ains necessary.
