SIGN DESIGN AND FABRICATION PROFESSIONAL SERVICES
RFP 13-2306
The Communications Department of Metro, a metropolitan service
district organized under the laws of the State of Oregon and the
Metro Charter, located at 600 NE Grand Avenue, Portland, OF
97232-2736, is hereby requesting sealed proposals for sign design
and fabrication professional services.
Sealed proposals are due no later than close of business February
15, 2013, in Metro’s business offices at 600 NE Grand Avenue
Portland, OR 97232-2736, Attention: Sharon Stiffler, Procurement
Analyst, RFP 13-2306.
A voluntary pre-proposal meeting is scheduled for January 31,2013
at 10:30 a.m. at 600 N.E. Grand Avenue, Room 501, Portland, OR
97232-2736.
Metro is seeking proposals from qualified firms to perform sign
design and fabrication professional services.
Proposals can be viewed and downloaded at Metro’s website http:/
/www.oregonmetro.gov. click on “Doing Business W ith”, then
“Requests for Bids and Proposal”.
Metro may accept or reject any or all bids, in whole or in part, or
waive irregularities not affecting substantial rights if such action is
deemed in the public interest.

NOTICE IS HEREBY GIVEN that sealed bids will be received until
10:00 AM, Wednesday, February 13,2013 by the City of Battle Ground at
the City of Battle Ground City Hall, 109 SW 1st Street, Suite 127,
Battle Ground, Washington 98604, for the SW 4th Wav Sidewalk
Improvements (TR0212) project and other related work; then publicly
opened and read aloud at the City of Battle Ground City Hall, 109
SW 1st Street, Suite 127, Battle Ground, Washington.
SCOPEOFWORK
The construction to the south side of SW 4th Way, between S Parkway
and SW 2nd Avenue, will consist of improvements to stormwater,
construction of curb and gutter, with curb tight sidewalk, and trees.
Additionally, the roadway will be widened and street lights will be
installed (alternate).
The City Council shall proceed to award the contract to the lowest
bidder and best bidder but may reject any or all bids if, in its opinion,
good cause exists, therefore, to waive informalities in the bidding;
and to accept the bid from the lowest responsible bidder.
PLANS, SPECIFICATIONS, AND BID PROPOSAL forms may be obtained
as of Wednesday, January30,2013 from the City of Battle Ground Public
Works - Engineering Department at 109 SW 1st Street, Suite 127,
Battle Ground, WA 98604 upon a non-refundable deposit in the
exact amount of Forty One Dollars ($41.00), check only, made payable
to the City of Battle Ground. Shipping is available at an additional

All bid proposals shall be accompanied by a bid proposal deposit in
cash, certified check, cashier's check, or surety bond in an amount
equal to five percent (5%) of the amount of such proposal. Should
the successful bidder fail to enter into such contract and furnish
satisfactory perform ance bond within the time stated in the
specifications, the bid proposal deposit shall be forfeited to the City
of Battle Ground Transportation Fund.
The City of Battle Ground in accordance with Title VI of the Civil
Rights Act of 1964, 78 Stat. 252; 42 U.S.C. 2000d to 2000d-4 and
Title 49, Code of Federal Regulations, Department of Transportation,
subtitle A, Office of the Secretary, Part 21, nondiscrimination in
federally assisted programs of the Department of Transportation
issued pursuant to such Act, hereby notifies all bidders that it will
affirmatively insure that in any contract entered into pursuant to
this advertisement, disadvantaged business enterprises will be
afforded full opportunity to submit bids in response to this invitation
and will not be discriminated against on the grounds of race, color
or national origin in consideration for an award.
This project is financed through the Community Development Block
Grant Program with funds obtained from the U.S. Department of
Housing and Urban Development. The contract will be subject to j
regulations of the Departments of Labor and Housing and Urban
Development.
Attention is called to Federal provisions for Equal Opportunity, HUD
Section 3 requirements, and the minimum wages as set forth in the
contract documents.
Informational copies of maps, plans, and specifications are on file
for inspection in the Public Works - Engineering office in Battle
Ground, Washington.

At 7:30 p.m., Thursday, Feb. 28,
Penda DiakitA© will present her
d o cu m en tary , "T anti and The
Neighborhood Kids: Winter Vaca­
tion," which highlights the every­
day life of five-year-old Tanti Belo
and friends in a suburb of Bamako,
Mali. The film will be shown at PCC’s
Cascade Campus.
On March 2, director Eliaichi
Kimaro visits the Moriarty Audito­
rium fora special matinee of her film,
"A Lot Like You," at 2 p.m. This self-
reflective documentary shows the
director on her personal journey in
search of her African roots, the part
of her complex multiracial identity
that she barely knows, but which
she learns to love.
Another popular attraction is
Family Film Day on Saturday, Feb.
23, which focuses on adventure films
that appeal to younger audiences
(ages 5 and up). Screenings include
"Mwansa the Great," a short narra­
tive about an eight-year-old Zam­
bian boy on an adventure with his
young friends, and "Zarafa," a fea­
ture-length animated film about
Zarafa, the first giraffe to travel to
France and has adventures along
the way.
Family Film Day starts at 2 p.m. in
the Moriarty Arts & Humanities
Building Auditorium, Cascade Cam­
pus.
O ther highlights include the
festival's centerpiece film "Micro­
phone," which is a love letter to the
vibrant underground arts scene in
Alexandria (noon, Thursday, Feb.
14 at Cascade Campus and 7 p.m.,
Friday, Feb. 15 at the Hollywood
Theatre).
A special matinee of "The Black
Mozart in Cuba" and "Le Mozart
Noir," which both focus on the life
and music o f Le Chevalier de Saint-
Georges, will be shown at 2 p.m.,
Saturday, Feb. 2 at the Cascade
Campus venue.
