The City of Camas solicits interest from consulting firms with expertise
in Civil, Environmental and Geotechnical Engineering, Real Estate
Services, Surveying, and Project Management for performing work
under FHWA requirements. This work shall consist of preliminary
engineering, design and plans preparation, right-of-way acquisition,
preparation of specifications, and construction management.
PROJECT DESCRIPTION
The proposed project will consist of reconstructing and widening NW
Friberg/Strunk Road from NW Lake Road to NE Goodwin Road, and
NE Goodwin Road from Friberg/Strunk to Camas Meadows Drive.
Elements of the project include a 3-lane paved road, two bike lanes,
and two travel lanes with a center left turn lane with curbs and
sidewalks on both sides, and intersection and signal improvements
at the Friberg/Strunk and Goodwin Road intersection, a distance of
approximately 0.83 mile. The major features and goals for this project
are as follows:
• Establish good working relationships with City Staff, affected
property owners, and various regulatory agencies.
Gain right of entry to adjacent properties and communicate with
property owners.
Delineate wetlands within the project footprint.
Size and design storm water facilities in accordance with WSDOT/
FHWA/DOE approved methodology.
Determine storm water facility locations and potential wetland
mitigation sites, while minimizing impacts to developable lands.
Prepare sound environmental solutions and documents for required
USACE, USFW, FHWA, WSDOE, and City of Camas permits as well as
any other necessary permits.
P rep a re p ro je c t p ro sp e c tu s, ECS, and re la te d backup
documentation, studies, reports, and checklist requirements.
Prepare City of Camas critical areas report.
Design a traffic signal upgrade at Friberg and NE 13th Street.
Conduct surveying for preliminary engineering, right-of-way related
documents, descriptions and illustrations, and construction.
Prepare right-of-way and take plans.
Prepare PS&Es for WSDOT and City of Camas approval.
Prepare appraisals, appraisal reviews, acquisition journals,
n ego tia tio n s and offers, title sea rch es, and o th er required
documentation for FHWA funding right-of-way acquisition requirement
for certification.
Provide full-service construction management including surveying,
pay estimates, calculation of various funding source eligibility for
reimbursement, inspection, daily diaries and daily quantities, project
documentation, coordination with City of Camas and WSDOT Local
Programs staff as necessary, and other related tasks.
Complete preliminary engineering and right-of-way certification by
April of 2013.

3) Construction phase full-service project management including,
but not necessarily limited to, land surveying, construction staking
and monumentation, full-time construction inspection, on-going
environmental and cultural resource monitoring, submittal reviews,
preparation of Daily Inspection Reports, pay notes, pay estimate
preparation, breakdown of eligible funding cost reimbursements for
various funding sources, certified payroll reviews, verification of
co n tra cto r’s e ligib ility to perform work, DBE verification and
documentation, file preparation in accordance with WSDOT format
requirements, preparation of "As-built" drawings, audit support, and
other general construction records preparation as required by various
funding sources and the LAG Manual, utility coordination, and
assistance and coordination with various agencies, companies,
citizens, property owners, and contractors.
SUBMITTALS
Submittals should include the following information: Firm name,
phone and fax numbers and email address; Name of Principal-in-
Charge and Project Manager and personnel proposed for this project;
and number of employees in each firm to be committed to the project.
Submittals will be evaluated and ranked based on the following
criteria:
1) Key available personnel = 15%;
2) Firm/team experience with FHWA-funded project preliminary
engineering = 15%;
3) Firm/team experience with FHWA-funded project right-of-way =
15%;
4) Firm/team experience with FHWA-funded construction project
coordination and management = 15%;
5) Ability to meet schedule = 10%;
6) Approach to project = 10%;
7) Familiarity with relevant codes and standards = 10%;
8) Past performances/references = 10%.
Consultants are encouraged to submit their statements in the format
and order of the above listed evaluation criteria. Please limit the size
of submittals, including tables of contents, appendices, illustrations,
charts, graphs, cover letters, and any other information, to 24 pages
or up to 12 double-sided sheets with text no smaller than size 10
font on 8 V2 “x 11” paper. Two additional l l " x 17" sheets are allowed
as part of submittal. Additional sheets will be discarded prior to the
rating process. Please do not submit cost proposals at this time.

The work to be performed by the selected consultant is broken down
into three major "stand-alone” tasks:
1) Preliminary engineering phase will include, but not necessarily be
limited to, all environmental studies, reports, permit applications
and documentation, preparing and running an open house and Public
Involvem ent processes, land surveying for various purposes,
preparation of PS&Es, coordination with various agencies involved in
the approval processes, utility coordination, and other project tasks
as required that may assist the City of Camas to prepare for timely
approval by all involved agencies;
2) Right-of-way phase services including, but not necessarily limited
to, plans preparation, coordination of necessary appraisals and
appraisal review s, fa cilita tin g and conducting m eetings and
conversations with property owners, preparing legal documents for
