Oregon seeks responses from qualified firms for provision of
C o n s tru c tio n M a n a g e r/ G e n e ra l C o n tra c to r fo r B o ile r R e tro fittin g .
Experienced firms are invited to submit a Proposal for consideration
by the District.
The Portland Public School Districts boiler burner retro-fit project
consists of converting the oil fired burners to natural gas fired burners
in forty-seven (47) Elementary, Middle, and High Schools. The District
intends to purchase direct eighty-eight (88) gas burner assemblies
to be installed by a qualified contractor.
The District intends to have all forty-seven (47) sites converted to
natural gas and operational by the start of the 2012 heating season.
The start of the heating season varies but typically starts sometime
in October. The construction work will involve selective demolition
of existing oil burners, and associated piping, oil heaters, oil pumps,
and other oil equipment. Installation of new Owner supplied natural
gas burners and burner control panels. Supply and installation of
burner gas piping, ventilation piping and modification of existing
piping as required. Supply and installation of emergency boiler shut­
off switches, burner control panel electrical wiring, low water cut-off
switches, boiler insulation and other equipment and piping that
resulted in removal of the existing asbestos containing insulation.
Supply and install of combustion air intakes, modification of existing
in-takes as necessary. Modification of the existing fire box at boilers
and raise new burners to meet code. Supply and install of chimney
stack liners and modification of the chimney stacks as required by
m echanical an d/o r s tru c tu ra l/ se is m ic code req u ire m e n ts.
Decommissioning of existing oil storage tanks, oil piping and cleaning
of all existing combustion air intakes.
Due to the long delivery lead times of the burners the District intends
to purchase the burners direct in lieu of the CM/GC. The intent is to
have the burners delivered and ready for install by the CM/GC. "Owner
furnished contractor installed" item (OFCI). The District intends to
transfer warranty responsibility for the (OFCI) burners to the CM/GC.
The Request for Proposal documents may be obtained at the ORPIN
website, www.orpin.oregon.gov. Firms must be registered with ORPIN
to obtain and download documents; registration is at no cost. A
Mandatory Pre-Proposal conference will be held at 1:00 PM on April 3,
2012, at the Blanchard Education Service Center (BESC), in the
Mazama Conference room, at 5 0 1 N. Dixon Street, Portland, Oregon
97227. Sealed proposals, in an envelope clearly listing the vendor name
and proposal title, will be received by Elaine Holt, Assistant Director of
Procurem ent at: Bid Desk, Procurem ent Services, Blanchard
Education Service Center, 5 0 1 N. Dixon St, Portland OR 97227, not
