Martin Luther King Jr. Blvd. It was the first gathering of local African-American letter carriers, with plans to make Black History Month an annual celebration for the group. The earliest known black American On Sunday, a group of Letter Carriers from the Portland area came together to c e l­ ebrate Black His­ tory Month. The postal employees had a potluck brunch and in postal history was William H. Carney, a letter carrier in New Bedford, Mass, from 1869 to 1901. Carney was also the first African Ameri­ can to earn the Congressional Medal of Honor. He was awarded the medal for the bravery he displayed in the Civil War as a soldier in Company C of the 54th Massachu­ setts Colored Infantry. William H.
