Bidders m ust be qualified by the C ity in com pliance with
the O regon Revised S tatutes C h apter 279C.430. To be
c o n s id e re d q u a lifie d , B id d e rs m u s t d e m o n s tra te
q u a lific a tio n s on PUBLIC p ro je c ts o f s im ila r ty p e ,
com plexity, size, scope (including continuous operation),
budget, traffic conditions, and schedule. In order to be
considered a ‘Responsive Bidder,' you must have experience with
multiple, comparable, public building projects. Qualified projects
must be from no more than 5 years ago, and have direct
construction costs of at least $2 million dollars.

W ednesday, D ecem ber 21, 2011, at 10:00 a.m . at the
City of W ilsonville, 29799 SW Town C enter Loop East,
W ilsonville, O regon. M eetin g will also include a visit to
the project site at 28879 B oberg Road, W ilsonville, OR
97070.
The choice o f the successful Bidder an d /o r the rejection
of Bids will be announced by January 2 3 ,2 0 1 2 . A contract
will be aw arded within sixty (60) days after the selection
of a qualified Bidder. Award of co ntra cts will not be final
until the later of: 1) fourteen (14) business days* after
N otice o f Intent to Aw ard is given; or 2) the C ity provides
a w ritten response to each tim e ly protest, d e n yin g the
protest and a ffirm in g the aw ard, if the aw ard is affirm ed.

The proposed work for the Wilsonville SM ART Ops / Fleet
Facility Phase 2 - Building & Site Im provem ents project
consists of furnishing all materials, labor, equipm ent, and
supervision for the construction of im provem ents, including
erosion control, fine grading, paving and construction of an
O p s/ Fleet Services Building and a Fuel/Wash canopy on an
approxim ately 4 acre site on Boberg Road in Wilsonville, OR.

self-neglect and elder abuse and
ways to report it, so that we may
prevent it. Checking in on your loved
ones, as well as vulnerable neigh­
bors and friends this holiday sea­
son is a way to make sure they are
healthy and safe," he said.
Last year, DHS received over
27,000 referrals of elder abuse. The
most prevalent allegations were self­
neglect, financial exploitation, and
neglect of care.

All Bids m ust be subm itted on the form s furnish e d in this

G uarantee in the am o unt o fte n p ercent (10% ) of the total
Bid.

perform ance and p aym ent bonds from a City approved
su rety fo r faithful perform ance o f the co n tra ct in the full
am o unt o f the co ntra ct price.
Th is is a C ontract fo r a Public W orks Project ("Contract")
subject to O RS 279C.800 to 279C.870 or the Davis Bacon
A ct (40 U.S.C. 276a), and not less than th e higher o f the
ap plicable state or federal pre vailin g w age m ust be paid
on this project. In addition, all B idders shall be co m plia nt
with all ta x laws. No Bid will be received or considered
unless the Bid contains a statem e n t by the B idder as part

The successful B idder will be required to pay a fee to the
Bureau of Labor and Industries p ursuant to the provisions
o f O R S 279C.825. Th e fee is on e-tenth (1 /1 0 ) o f one
percent (1% ) o f the co ntra ct price, but not less than One
Hundred Dollars ($ 1 0 0 .0 0 ) or m ore than Five Th ousan d
Dollars ($ 5 ,0 0 0 .0 0 ), regardless o f th e co ntra ct price.
In accordance with O RS 279A.110, each Bidder shall certify
in the do cum ents a cco m p a n yin g the Bid th a t the Bidder
has not discrim inated and will not d iscrim inate aga inst
any minority, wom en or em erging small business enterprise
in obtaining an y required subcontracts.
Each Bid m ust identify w h eth er the B idder is a resident
Bidder, as defined in O R S 279A.120.

No Bid for this C ontract will be received or considered by

C on stru ction C o n tra c to r’s Board, as required by O R S
701.035 to 701.055, or the State Landscape Contractors
Board, as sp ecifie d in OAR 137-049-0230. In addition, a
City Business License or a M etro Business License is also
required prior to p erfo rm ing w ork w ithin the C ity lim its.
T h e C ity re s e rv e s th e righ t to re je c t a n y Bid n o t in
c o m p lia n c e w ith all p re s c rib e d p u b lic c o n tra c tin g
procedures and requirem ents, and to reject all Bids upon
a fin d in g o f th e C ity th a t it is in the public in te re st to do.
No B idder m ay w ith d raw his/her Bid for a period o f sixty
(60) ca le n d a r days after the date se t fo r opening.
W hen applicable, all Bidding shall com ply with President’s
Executive O rd er No. 11246. All B idders shall co m ply with

O p p o rtu n ity Act o f 1972 and the Civil Rights Act o f 1964.
