CALL FOR BIDS
NOTICE IS HEREBY GIVEN that sealed bids will be received until
10:00 AM, Thursday, November 17th, 2011 by the City of Battle Ground
at the City of Battle Ground City Hall, 109 SW 1st Street, Suite 122,
Battle Ground, Washington 98604, for the SW 3rd Street Connection
(TR02_10) project and other related work; then publicly opened and
read aloud at the City of Battle Ground City Hall, 109 SW 1st Street,
Suite 127, Battle Ground, Washington.
SCOPE OF WORK
The SW 3rd Street Connection project, between SW 15th Avenue
and SW 17th Avenue, will include construction of a full width asphalt
street section, curb and gutter, sidewalk with stormwater, lighting
and landscaping improvements.
The City Council shall proceed to award the contract to the lowest
bidder and best bidder but may reject any or all bids if, in its opinion,
good cause exists, therefore, to waive informalities in the bidding;
and to accept the bid from the lowest responsible bidder.
PLANS, SPECIFICATIONS, AND BID PROPOSAL forms may be obtained
as of Thursday, November 03, 2011 from the City of Battle Ground
Public Works - Engineering Department at 109 SW 1st Street, Suite
127, Battle Ground, WA 98604 upon a non-refundable deposit in
the exact amount of Twenty-nine Dollars ($29.00), check only, made
payable to the City of Battle Ground.
All bid proposals shall be accompanied by a bid proposal deposit in
cash, certified check, cashier's check, or surety bond in an amount
equal to five percent (5%) of the amount of such proposal. Should
the successful bidder fail to enter into such contract and furnish
satisfactory performance and payment bonds within the time stated
in the specifications, the bid proposal deposit shall be forfeited to
the City of Battle Ground Transportation Fund.
This project is financed through the Community Development Block
Grant Program with funds obtained from the U.S. Department of
Housing and Urban Development. The contract will be subject to
regulations of the Departments of Labor and Housing and Urban
Development. Attention is called to Federal provisions for Equal
Employment Opportunity, HUD Section 3 requirements, and the
minimum wages as set forth in the contract documents.
The City of Battle Ground in accordance with Title VI of the Civil
Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4
and Title 49, Code of Federal Regulations, Departm ent of
Transportation, subtitle A, Office of the Secretary, Part 21,
nondiscrimination in federally assisted programs of the Department
of Transportation issued pursuant to such Act, hereby notifies all
bidders that it will affirmatively insure that in any contract entered
into pursuant to this advertisement, disadvantaged business
enterprises will be afforded full opportunity to submit bids in
response to this invitation and will not be discriminated against on
the grounds of race, color or national origin in consideration for an
award.
Informational copies of maps, plans, and specifications are on file
for inspection in the Public Works - Engineering office in Battle
Ground, Washington.
