designate qualified firms to provide a broad range of professional
Equity Facilitator Services in support of, and in close coordination
with, PDC staff in order to advocate the adopted Neighborhood
Economic Redevelopment Strategy (“NED”). These services will be
provided on an as-needed basis through a “Flexible Services
Contract.”
