REQUEST FOR PROPOSALS The City of Portland, Office of the City Auditor
requests proposals from independent firms, teams or consultants,
with demonstrated experience in reviewing and evaluating the
process of assessing and recording liens and of collecting receivables
due which are secured by liens on real property. The City of Portland
is seeking proposals for an independent, objective performance
audit of the City of Portland’s system of handling lien accounts, from
the origination of the lien through to resolution of the amounts due
to the City and/or removal of the lien. The Request for Proposals
may be obtained from the City of Portland website at: http://

Proposals shall be received at the City of Portland, Audit Services

Proposals shall be reviewed by an evaluation com m ittee in
accordance with Chapter 5.68 of the Portland City Code. Proposers
shall com ply with the City’s M/W/ESB and Equal Employment
Opportunity Programs. The City of Portland is committed to increasing

minority, women and emerging small businesses. Proposers are
1 required to evaluate project requirements to maximize use of M/
W/ESB firms. Proposers are encouraged to conduct pre-submittal
conferences and are advised to investigate all potential sources of

Bidders are required to be prequalified in order to enter into a
Subcontract or Purchase Order on this project. If bidders have not
subm itted prior prequalifications statements, statem ents are
available in the Bid Documents and must be submitted with the Bid
Form. Bids from firms who do not prequalify will be rejected.
Pursuant to ORS 279C.800 through ORS 279C.870, bidders must
assure full compliance with current Prevailing Wage Rates for
themselves and any subcontractors that they may employ, per the
State of Oregon, Bureau of Labor and Industries.A current copy is
included, by reference, in the Bid Documents.
Pursuant to ORS 701.035 through 701.055, bidders must be
registered with the Construction Contractors Board (CCB). Bidders
must include their CCB number on the Bid Form. In addition, in
accordance with Senate Bill 477, all contractors and subcontractors
must have filed a $30,000 Public Work Bond with the CCB to be
eligible to work on this project.

Sealed bids will be received at the Housing Authority of Portland (HAP),
135 SW Ash Street, Portland, Oregon 97204, 5th floor Purchasing
and Contracting Dept., until 2 :0 0 pm.Thursday, June 1 6 ,2 0 1 1 . Shortly
thereafter, bids will be opened and publicly read. The First Tier
Subcontractor Ust, HAP-421, must be received by 4:00 p.m. the same day.
No bidder may withdraw their bid after the hour set for opening until
after the lapse of sixty (60) days from the bid opening.
The basic work consists of ventilation improvements at the Tamarack
Apartments located at 4 0 2 1 N Alaska Portland, OR 9 7 2 03. Work at the
property includes: New mechanical ductingforall kitchen and bath
fans to new roof vents.
Bid Documents will be available May 31, 2011 at Ford Graphics,
1431 NW 17th Avenue, Portland, OR. 97209, phone: (503) 227-
3424, www.fordgraphics.com. A $50 deposit for one set and $20
(twenty) for each additional set is refundable when documents are
returned within 10 days after bid opening.
Attendance of bidders is recommended at a pre-bid tour of the project
commencing at Tamarack Apartments located a t 4 0 2 1 N Alaska Portland,
OR 972 03 at 10:00 am, Wednesday, June 8 ,2 0 1 1 in the Main Office.
Questions posed during the tour, not addressed in the documents,
will be answered by addendum.
HAP has an aspirational goal of 20% of DBE/MBE/WBE/ESB
participation in the execution of this project. Therefore, non-D/M/
W/ESB prime contractors will be required to submit proof showing
that good faith efforts have been made to contract with D/M/W/
ESB subcontractors.
This contract is for a public work subject to the Davis-Bacon
prevailing wage decision.
The Housing Authority of Portland may reject any bid not in
co m p lia n c e w ith the p re scrib e d b id d in g p ro c e d u re s and
requirem ents and m ay reject any or all bids and waive all
informalities if, in the judgm ent of HAP, it is in the public interest to
