Young explained there are four
pre-apprenticeship programs that
get women and minorities into dif­
ferent trades, one includes Con­
structing Hope.
Daniels said an elimination of
these resources would have a sig­
nificant impact on her small organi­
zation.
"It is going to be a challenge for
all job training skill development
programs, especially the small ones,
and even more so for the people we
serve,” said Daniels. Although Con­
structing Hope does not directly
receive funds from under the WIA,
she explained everyone will be im­
pacted because federal dollars break
down to state and local dollars.
“Larger organizations are better
equipped to compete for the same
d o lla rs,” she explained. “This
doesn’t allow us to build capacity
within our organization, and with­
out funds we could be closing our
doors.”
A c c o rd in g to Y o u n g , the
amount o f construction has gone
down since the recession, which
is causing contractors to find it
difficult to use apprentices on
their jobs because some of their
long-standing em ployees are also
out of work.
But even in the dark economic
times, Daniels explained how her
organization is creating a collabora­
tion of Community Workforce agree­
ments to get large construction com­
panies to donate a percentage to
their training, which the construc­
tion companies take out of their own
pockets. In fact, she explains, all of
the pre-apprenticeship programs are
now collaborating around these
agreements.
Although many organizations are
waiting day by day to see the affects
of cuts for apprenticeship programs,
the importance of finding ways to
cater to minorities in the workforce
is becoming increasingly recognized
as important.

Flowers' Chiropractic Office
The Portland Police Bureau, in
cooperation with Crime Stoppers, is
asking for help in solving the mur­
der of a 14-year-old boy that oc­
curred near Holladay Park in north­
east Portland.
On April 18 at about 5 p.m., Port­
land Police officers responded to
the report of a shooting at North­
east 11th and Multnomah. When
officers arrived in the area they
found 14-year-old Shiloh Hampton,
a Madison High School freshman,
suffering from multiple, life-threat­
ening gunshot wounds.
Police spoke to several witnesses
in the area; however, none of the
persons with Shiloh remained to
talk with police. Investigators con­
sider the persons with Shiloh po­
tential victims and are asking that
these persons contact police regard­
ing this shooting investigation.
Detectives believe this shooting
involved persons associated with
gangs, however, have not been able
to determine Shiloh's involvement
with gangs or if he was the intended
shooting victim.

Witnesses in the area provided
police with a possible suspect ve­
hicle description and police would
like the public’s help in locating this
vehicle. Investigators are looking
for a white late 1980's Mercedes.
The vehicle is lowered, has tinted
windows and chrome rims.

that leads to an arrest in this case,
