Port Named Agency of the Year For supporting minority contractors The National A ssociation o f Minority Contractors-Oregon has named the Port o f Portland Agency o f the Year for its support of minor­ ity businesses. The Port was recognized along with Legacy Health System, Private Project o f the Year; Hamilton Con­ struction, Contractor o f the Year; and Pacificmark Construction, Mi­ nority Contractor o f the Year. “Our members felt that the Port had tremendous growth working with minority businesses over the past few years with the headquar­ ters and parking garage, the bag­ gage screening system and other projects,” said Faye Burch, NAMC Oregon Vice President. “ We are pleased that our members are shar­ ing in that growth.” The Port is currently in the midst o f one o f the largest capital expen­ diture programs o f its history with more than $500 million in construc­ tion projects underway. Projects include an expansion o f the north runway, a new baggage screening system an expansion of the airfield de-icing system and a new long term parking garage and headquarters building. A key focus for the Port during the construction has been to in­ crease opportunity for small and minority businesses to work on the projects. To date all projects have either met or exceeded their goals. With 98 percent o f the work bid to date on the parking garage and head­ quarters, overall small business uti­ lization has been 23.2 percent with contracts totaling more than $44.3 million let with small businesses. The utilization goal set at the outset o f the project was 8.9 percent. The north runway expansion project had a goal o f nine percent small business participation at the outset o f the project and the accom­ plishment to date is 17.92 percent or $8.1 million in contracts. With all of the work bid to date on the baggage screening system, overall small busi­ ness utilization has been 7.3 percent and contracts totaling $8.1 million, significantly higher than the 4.6 percent goal. On the de-icing project more than $2.8 million in contracts has been awarded to small busi­ nesses or about 5.75 percent. NAMC Oregon award recipient Mark Mathews of Pacificmark Con­ struction was a graduate of the Port’s Mentor Protege Program which helps bui Id effective working relationships between leaders of mature, estab­ lished companies and emerging mi­ nority- and women-owned compa­ nies in order for the latter to benefit from the knowledge and experience o f the established firms. Minority Input Mandated The Portland City Council has voted to mandate that a person of color be included on evaluation panels that offer public contracts. Prominent African Americans testified in support o f the resolu­ tion, calling it historic, the first o f its kind in the country and years over­ due. The minority representative will be vetted by the Alliance o f Minor­ ity Chambers who will provide regu­ lar updates to the council on its meetings and selection process. . The program was recently ex- panded beyond construction and professional services to include communications, diversity outreach and lan d scap e a rc h ite c tu re protégés.
