Systems engineers) for the Penguin Filtration Life Support System

WASTEWATER TREATMENT FACILITIES
IMPROVEMENTS-PHASE 2
ENGINEER’S ESTIMATE $17,700,000.00
Sealed Proposals will be received by the undersigned at the
City of Cam as, 616 NE 4th Avenue, Cam as, W ashington
98607, until 10:00 a.m.; local tim e on Thursday, Decem ber
10, 2009, and will then and there be p ublicly read for
furnishing the necessary labor, materials, equipm ent, tools,
and g u a ra n te e s th e re o f to c o n s tru c t th e W a s te w a te r
Treatm ent Facilities Improvements - Phase 2.
The project includes construction of the Cam as W astew ater
Facilities Im provem ents (W W TF) - Phase 2 including the
following: Main Plant Pump Station m odifications to include
expansion of the existing wet well and the installation of a
new wastewater grinder. Headworks modifications to include
the installation of a new influent fine screen. Installation of a
new prim ary clarifier scum pum p in an existing wet well.
Aeration basin m odifications to include m odifications to the
existing internal walls and installation of new fine bubble
diffusers. UV Disinfection building m odifications to include
the installation of a new bank of UV lights and a new non-
potable w ater pum p. G ravity thickener m odifications to
include the installation of a new non-potable water line and
flow meter. Modification of the existing Aerobic Digester No.
2 to Septage/Centrate/W AS Storage Tanks com plete with
new positive displacem ent aeration blowers and pum ping
equipm ent. Equipm ent Building m odifications to include the
installation of a new aeration basin blower, new aeration
system instrum entation and controls, new thickener feed
pumps, a new scum concentrator pump, and flow meters.
Construct a new Biofilter No. 2. M odification of the existing
Sludge Storage Building to a Biosolids Drying Building to include
th e in s ta lla tio n o f new B io s o lid s D ryin g S ys te m . The
Contractor shall be assigned the portions of the executed
Contract titled Procurement of Biosolids Drying System Supply
and Services, for the follow ing item s as Specified in the
Contract: Equipment Supply, Construction Services, and Post
C o n s tru ctio n S e rv ice s. The e xe cu te d P ro c u re m e n t of
Biosolids D rying System Supply and Services Contract is
attached to the W W TF Im provem ents - Phase 2 Contract
Docum ents as Appendix B. Construct tw o new anaerobic
digesters and one digested sludge holding tank includingthe
installation of the digester covers and digester draft tube
m ixers. Construct the new digester building adjacent to the
anaerobic digesters and sludge holding tank, which shall
include the installation of a rotary sludge thickener, digester
heating equipm ent, a thickening polymer feed system and
associated polym er pump, digester recirculation pumps,
sludge pum ps, a digester gas com pressor, digester gas
handling equipm ent, biofilter fan, and motor control centers.
M odifications to the existing effluent outfall in the Colum bia
River to include modification of 16 existing diffuser pipes.

A Prebid Conference is scheduled for Thursday, Novem ber
1 9,2009. The conference will begin at the City Hall at 10:00
a.m . (local tim e) and conclude at the existing w astew ater
treatm ent facility. Prospective bidders are encouraged to
participate. Any other site visits shall be scheduled in advance
with Mr. Jim Dickinson, and shall be limited to 10:00 a.m . to
4:00 p.m., M onday through Friday. Jim Dickinson may be
reached by calling (360) 834 3263, at least 48 hours in
advance of the proposed site visit. No unauthorized visits or
unscheduled visits will be allowed.
Financing of the Project has been provided by City of Cam as,
W ashington, W ashington State Public W orks Trust Fund and
State Revolving Fund. Neither the State of W ashington nor
any of it departm ents or em ployees are, or shall be, a party to
any contract or any subcontract resulting from this solicitation
of bids. The City of Cam as expressly reserves the right to
reject any or all Proposals and to waive m inor irregularities or
informalities and to Award the Project to the lowest responsive,
responsible bidder as it best serves the interests of the City.
