REQUEST FOR PROPOSALS
The Tacoma Housing Authority (the "Authority” or "THA”) hereby
requests the submission of written proposals from prospective
lenders and/or tax credit investors ("Respondents”) to assist in
financing the development of a 60-unit rental housing complex
known as H illsdale Heights ("P ro je c t"). The Project will be
constructed on Authority owned land located at 629 East 60th
Street in Tacoma, and will include 59 rent restricted tax credit units
and one manager's unit. The transaction is expected to close near
the end of October of 2008. The Authority will serve as the managing
member of Hillsdale Heights, LP, a newly formed Limited Partnership
that will serve as the borrower (the "Borrower") and the owner (the
"Owner”).
Respondents can propose to serve as lender, tax credit investor, or
both. The lender selected through this RFP process (the "Selected
Lender”) will be expected to make a tax-exempt private activity
bond loan of about $6 million over a brief construction period. For
the permanent period, the loan will convert to, or be replaced by, a
permanent loan of about $3.2 million.
The tax credit investor, selected through this RFP process (the
"Selected Investor”), is expected to have a 99.99% Interest in the
Lim ited P a rtn e rs h ip , w hich a n tic ip a te s an a llo c a tio n of
approximately $373,192 in annual 4% low income housing tax
credits.
