"Until we are fo­ cused on solving the very critical issues o f housing, jo b s and on­ going drug treatm ent for people as they com e out o f prison, we are going to continue to see higher than necessary rates o f recidivism . This hearing will focus us on the problem s people face com ing out o f prison and w hat are our best strategies for preventing them from returning to crim inal activity."
